Support a local structure
CHALLENGES Policies/rules /laws Trauma Dependency System issues Awareness of effects colonialism Communicating Awareness of importance of intersectoral work Working together Loss of collectivism Adapting for culture Leading Healing IAMP AIMS Filling system mandates Break Silos Raising awareness 17 key informants (very brief description of who) were interviewed on how they perceived the challenges to health planning and the objectives of the Iiyuu Aahtawiin Planning Initiative: (I could use a pointer to properly identify parts of the figure) -there is a top part: percevied CHALLENGES, and a bottom: THE OBJECTIVES FOR IAMP and ways forward for addressing the challenges -there is also a center to the figure, in green, the commonly recognized and agreed upon health planning challenges and aims for IAMP; these include: communicating and working better together, making sure culture is taken into consideration—in services and policies but also in the planning and management processees; finally, finding ways of leading in a collaborative way; the key informants perceive that the goals for IAMP are 1) to break silos, 2) to support a local community structure (miyupimaatisiiun committees) and to keep cultural safety at the forefront by having the communities closely involved in health planning. -there is a left hand side to the figure that represents perspectives on challenges facing the Cree and impacting Cree engagement in health planning: the persistent experience of trauma—and « being in survival mode » as one informant put it, a high level of dependency (on structures, on authority figures-doctor), lack of awareness among the Cree of the persistent effects of colonialism and the loss of the traditional sense of collectivism and responsibility to the collectivity. Consequently, key informants express hope that community involvement in health planning will be a healing process, a consciousness-raising process about the effects of coloniaslism and a way forward for inceasing personal and collective responsibility; the Cree perspectives are grounded in concerns about identity and adressing root causes of health problems. -the figure’s right-hand side represents concerns related to important governance challenges: working within the framework of the law, rules and various streams of accountability; as a healthcare delivery system, many challenges also relate to ensuring its functioning (staffing, information technology, infrastructure) all the while finding ways to reflect and work with other sectors impacting health; the governance perspective on goals for IAMP include filling its different mandates and developing the mechanisms to connect better with community level departments and organizations as well as with other entities; a longer term goal for IAMP is to address social determinants through improved structuring of collaboration; The Elder Council of Nishiiyuu was presented with these understandings that came from the research; important responses on the part of the Council included the importance of balancing the two levels of challenges for moving forward, and, more specifically, the need to make better known the concerns raised predominantly by Cree key informants, and the Cree values and identity that are at stake. *many key informants expressed their hope and optimism, in the current context and CHB leadership that these health planning challenges could be adressed Support a local structure Connecting Increasing responsibility Addressing social determinants Cultural Safety Being a collective

Moving to action Next steps Community-driven goals Need partnerships?
Have resources already? Need partnerships? Community lead Partnership agreements Objectives, roles, resources CMC/Nishiiyuu Miyupimaatisiiun Committee/Chief&Council Next steps Develop a plan that identifies and describes priority goals Necessary resources already in the community? – develop shared plans Necessary resources not yet in community? Need partnership(s)? CHB / Cree Nation (+?) partnership agreement Objectives, roles, resources CHB local resources mandated and equipped to help (e.g., new Nishiiyuu PPRO positions) Next steps – depends on where community is at start with asset mapping go to strategic planning action plan (if resources present in community) Partnership agreement (if external partner resources required) The process (always seeking improvement) is on-going while early priorities are being addressed
