Free State Labour Statistics As per the Analytical Labour summary report from 2016 to date May 2017, the MHS Labour statistics for the Region are as follows: Gold sector: employees. (Harmony – – Sibanye -9199) Other mines (Coal, Diamond, Sands, Aggregates: 5500 employees Total in service: HarmonyGold accounts for 2/3 of employees in underground mines SibanyeGold accounts for a third of employees. The rest are from other operations.

Occupational Medicine
A total of forty eight (48) AMR were received for the 2016 reporting period, same as 48 in AMR’s expected, two mines defaulted. It is usually the small mines that default. Challenges/Findings on AMR Some mines still use old forms for reporting Late submission of reports Irregularities associated with data on the reports Lack of verification of work done due to OMP’s rotating on various shafts –this is especially so in Harmony Gold mine. Addressing the challenges IOM must send new forms through RTF structures and electronically to all mines IOM must send out reminders bi-annually (currently done annually) Conduct annual medical report audits with managers and issue out instructions where applicable Address the issue of OMP with the involvement of DMR –Chief directorate

Challenges Falls of ground always a number one killer.
Medical Separations still an issue. (PD449) Silicosis and TB stats on a downward trend but still a challenge. Medical deaths have decreased. Poor investigations. Section 11.5 still Poor communication resulting in unnecessary accidents. Illegal mining activities. Findings. Disregard of Mine standards on support. Basics. Working places declared safe and yet not safe. Unaccountability by officials – no signing of logbooks. Poor/no planning for opening places that stood idle.

Challenges (Cont.) The following has being noted as concerns in issuing of poor active measures and instructions. Poor explosive control in some mines by responsible miners. Working places poorly ventilated and heat challenges. Poorly maintained emergency /evacuation system. Ventilation and rescue plans not up to date. Poorly maintained second escape ways None reporting in some mines of accidents. Poor mine design and risk assessment procedures when there is change in mining method. Poor ground control and support of working places.

Challenges (Cont.) Non adherence to recommended support standards either recommended by the Rock engineer in the procedures. Poor rigging practices. Mud and poor housekeeping in haulages and Crosscuts. Training of Lamp room personnel poor in some mines Poor water management in box holes and drains. Non adherence to the guidelines issued by the Chief Inspector of Mines in drafting the different Codes of Practice.

Way forward /Strategies
Mining Total mine stoppages for repeated offences. Inspectors to declare each and every working place fit for production. (especially support) Mines to resolve issues with recognised labour Unions especially on Labour related issues. Pro active actions for repeated and serious offences. Mines to be tasked on presentation of individual health programmes and treatment of employees on various diseases. Beefing up of subcommittee/ task teams. Admin fines for non reporting and late reporting of statutory requirements.
