2010 SPECIAL OLYMPICS GLOBAL ATHLETE CONGRESS MARRAKECH JUNE 2010 The 2010 Global Athlete Congress was held just prior to a larger Global Special Olympics Congress dedicated to strategic planning. Athlete delegates were asked to submit in advance issues they felt were important for athletes in their region. Those recommendations were reviewed and grouped into either the Consent agenda (issues raised by MOST delegates) or one of 6 Issue groupings. In Morocco delegates were presented 6 issue groupings and voted to determine which was the most important and thus would be discussed at this Congress.

6 Consent Agenda The Athletes of This Global Congress Agree That: The Special Olympics International Board of Directors must include the chair of the Global Athlete Congress as a member of the Board and utilize the delegates of the GAC as an International Athlete Input Council.

7 Consent Agenda The Athletes of This Global Congress Agree That: Every Special Olympics Program must have Governance Training that results in an Athlete Input Council and governance-trained athletes on Boards and committees.

8 Consent Agenda The Athletes of This Global Congress Agree That: Every Special Olympics Program must ensure that their staff, directors, and Board members know the Mission of Special Olympics and of Athlete Leadership Programs.

11 Issue for Consideration:
1 What sort of training should be required to address what we see as problems? Sandbagging is still an issue Officials aren’t calling the games using the real rules – too much pity Competitions and our athletic performance is not taken seriously events are more about the fun or just getting done on time than the competition

Must it be a requirement to have healthy foods at all events? 2

Must Programs be required to have General Fitness goals and tracking for all athletes in addition to sport specific training and competition? 3

Must we encourage the addition of new sports in Special Olympics or limit the number of sports? 4

Must there be more guidelines for Programs concerning rights and responsibilities of adult athletes; specifically relating to becoming a Head Coach or Chaperone for large events? 5

Did you feel as if you had a chance to represent the athletes of your country and be heard by others? What Track was your favorite? What have you done to talk about the Congress since you got home? How might we do better next time?

43 Feedback Being Heard Some felt as if they were heard – others felt that their input was put on the back burner. Fans and Funds and Sport seemed to be problems. Neha was glad that she was able to express concern about Unified Sports. Deon felt that most listened to his FR ideas

Make sure that people who attend from the host country really understand SO More volunteers National Programs should do a better job of preparing their athletes and mentors to participate Better translators – translation process More social activities for people to make friends Better prep in advance about what it will be like. Separate the GAC from the full Congress in both time and place so the GAC is not over shadowed.

47 As a Result of the 2010 Global Athlete Congress:
2010 SPECIAL OLYMPICS GLOBAL ATHLETE CONGRESS MARRAKECH JUNE 2010 The Chairman of the 2010 Global Athlete Congress was elected to the SOI Board of Directors at its meeting on November 16, 2010. Delegates from the 2010 GAC are now sent updates on these issues and serve as an International Athlete Input Council. Plans are in place to provide Governance Training in all Regions. The SOI Sports Department is developing new Coach and Officials Training plans that address athlete concerns in those areas. Discussion continues on finding a better way to select athletes who will advance to higher levels of competition. As a Result of the 2010 Global Athlete Congress:
