Understanding the communities readiness to transform

2. Problem: For statistical organisations to easily adopt CSPA services:
Service Orientated architecture,
Adopt GSIM and DDI implementation,
Aligned business processes - sound governance .
But can this be done:
Can NSOs adopt a CSPA based EA?
How ready is our community to utilise CSPA services?
Currently have no knowledge of our preparedness.
HLG’s ambitions: to improve the efficiency of the statistical production process, and the ability to produce outputs that better meet user needs
What this means is that each agency requires a sound and robust infrastructure – an modern EA – not just some patchwork components. CSPA is that modern EA for the statistical community
It is possible to wrap CSPA compliant services to fit with other architectures (Eg DDI to SAS)
but longer-term this is slower and more expensive
We are just building a fragile patchwork of systems.

3. Solutions: Understand the international readiness to adopt CSPA
formal maturity models already exist,
ABS has used TOGAF assessment – was very helpful,
Need to encourage our community to assess themselves,
Then summarise the findings from the assessments.
Analyse the results to identify the barriers to adoption
Should seek to see where we have common weaknesses
Develop collaborative approaches to strengthening them
Create action plans for overcoming these barriers
Why do we want to assess maturity?
Help agencies improve
Move to a more robust infrastructure within a modern infrastructure
Help plug and play
There are several frameworks for organisational maturity already available.
A few of the alternative frameworks are mentioned in the report. We ended up using the TOGAF Integration Maturity Model ( ), which seems to capture both the business and the technology maturity.
The Committee could add value by advocating the benefits, rather than developing a new or alternative framework.

4. EG: ABS results using TOGAF
We found this a useful exercise to identify how we move from our silo based systems environment to a Services Oriented Architecture with enterprise wide services. The analysis identified some weaknesses which would have undermined the ABS ability to modernise. We are now trying to rectify those weaknesses before our modernisation program kicks off in earnest.

5. Next Steps: Establish a project to
agree on a existing maturity framework
promote the usage of the framework within member countries
undertake a study on the readiness of member countries.
Develop materials or programs to overcome barriers.
