Central Data Exchange (CDX) Network Discharge Monitoring Report (NetDMR) Agency User account creation and management tool used for access several different EPA systems with a single login Uses “Electronic Signature Agreement" to authenticate and authorize users who 'certify' data Signature Agreement need only be submitted/approved once per CDX account Agency's system for the electronic reporting and management of DMR data Uses a "Subscriber Agreement" to authenticate and authorize users who Sign and Submit DMRs at a permit level User must sign a Subscriber Agreement for each NPDES ID they are requesting Signatory Role for

5 TCEQ Migration Schedule
On Friday, March 16, 2018 at 9:00am CST, users will not be able to make edits to their TCEQ NetDMR accounts. On March 23, 2018 at 5:00pm CST, TCEQ NetDMR will no longer be available to submit DMRs. Starting on March 26, 2018 at 1:00pm CST, users must complete their TCEQ account migration to EPA’s National NetDMR. Double check with Tracie on 2nd bullet

7 Log in Log in to your TCEQ NetDMR account at:

8 Click on CRK Link As soon as you log in to your account, you will receive an message confirming your migration to EPA’s National NetDMR and a Customer Retrieval Key (CRK) link. Click on the CRK link to continue with migration.

9 Permittee (Signature)
Confirmation Account After clicking on the CRK link, you will see your Program Services information and Role You will not be able to select your Role as it will be automatically preselected and locked Click Request Role Access to continue Permittee (Signature)

10 User Information Fill out required information
All boxes with asterisks * Create new Password Choose 3 Security questions, and enter an answer.

11 Note: These questions will be used in case you forget your password or User ID. The answers are case sensitive.

12 Organization information
On the same page, complete Part 2 by adding your organization. Type in organization Click Search to continue

13 Organization A list of similar named organizations may appear, select your correct organization by looking at the address and city. Click the correct Organization ID hyperlink on the left hand side to add your organization to continue This organization name /ID has nothing to do with DMR submission. This is just CDX keeping a organization ID for their record

14 Add Organization Info Fill out required Organizations Information
Click on Submit Request for Access.

If you cannot find your organization, click on “request that we add your organization”

Fill out the required information of your organization All boxes with asterisks * Click Submit Request for Access

Select your Organization Enter your phone number Click Submit Request for Access

18 Confirmation Enter Job Title Click Next

19 Signature Question Verification
Select five security questions from the drop- down menus and provide answers for them. Answers are case sensitive, so make sure that you will remember them. These questions will appear when digitally signing the electronic DMRs. Click Save Answers

20 Electronic Signature Agreement
Read and review the Electronic Signature Agreement (ESA). Click Sign Electronically Accept the Terms and Conditions that pop up in order to proceed. Whether you are migrating or creating a new account, all permittee (signature) user need to accept this electronic signature agreement (ESA). If you are migrating, you still have to sign this button BUT you don’t have to go through identify proofing . If you are creating a brand new account, then you have to go through identity proofing AND sign this ESA.

21 ESA Click Accept

22 ESA Enter your password to authenticate your account
Answer one of your security questions to verify your identity Click Sign to sign the Electronic Signature Agreement Let’s confirm Nasrin or Avanti

23 Paper ESA

24 Paper ESA If you choose to sign via paper, you must click on Sign Electronically to start paper ESA process

25 Paper ESA Click OK to continue with process to sign paper ESA
Click Decline to cancel the process to electronically sign ESA

26 Paper ESA A pop-up window will appear Click Print to Mail

27 Paper ESA You will be rerouted to the printer associated to your computer Click Print Fill out form Sign, and mail to your TCEQ Regulatory Authority (RA)

28 Paper ESA: RA address Click on hyperlink for mailing instructions and RA mailing information You must wait for your RA to approve you before you can access NetDMR Nasrin, does TCEQ address populated in the link?

29 Option 2- Paper esa Print

30 Paper ESA If Role is not a hyperlink, then ESA has not been approved
To find/ reprint ESA, click on Inbox

31 Paper ESA Click on hyperlink under From to open with ESA

32 Paper ESA Click Print

33 Paper ESA You will be rerouted to the printer associated to your computer Click Print Fill out form Sign, and mail to your TCEQ Regulatory Authority

34 My CDX After you click Submit Request for Access, you will be redirected to MyCDX homepage page There will be a box with your NetDMR program service and your corresponding role next to it as a hyperlink Click on your role to enter NetDMR

35 NetDMR Click on Continue to NetDMR to continue.

36 Support

37 Password Every 90 days, you will have to reset you password in CDX
If your password is about expire, an alert will be displayed on your CDX home page.

38 Password If your password expires, you’ll be asked to enter a new password.

39 Password If you forget your password/User ID, click on either link on the CDX home page.

40 Password Type in your and User ID Check box Click Submit
