-private/personal good? -employer good? -citizen/user good? -public policy/public authority good?

What are and where are the incentives to train and to continuously re-train?
Individual/personally motivated? Employer motivated? Citizen/user motivated? Profession motivated? Public policy/public authority motivated?

Is lifelong guidance practitioner a profession?
Characteristics of a profession: Professional association, regulated by law, with responsibilities of enforcement Cognitive base, Institutionalized training, Licensing, accreditation Work autonomy: can make independent judgments about their work Colleague control... (and) code of ethics, High standards of professional and intellectual excellence, "professions are occupations with special power and prestige," “professionals have a high degree of systematic knowledge” they comprise "an exclusive elite group," in all societies
