Naval Strategy Subspecialty (2300X)
Develop top-tier strategy experts over the span their career and utilize during subspecialty billets during shore assignments. Allows the proactive management of personnel serving in key strategy assignments. Prioritizes officer assignments during sea/shore rotations Key Programs: Federal Executive Fellowship (FEF) Pol-Mil Master's (PMM) Arthur S. Moreau (ASM) post-master's study program (not currently funded) Naval Postgraduate School (NPS) Strategic Studies (688) curriculum Naval War College Advanced Strategy Program (ASP) Strategy Subspecialists will have the ability to develop and coordinate national, military, and naval strategy and policies to evolve concepts and strategy to employ military forces from the national through tactical levels.

Naval Strategy Subspecialty Personnel Coding Billet Requirement Tier III - Strategist O6 No impact to URL career: Post-major command comes after all URL career milestones are met 2300Q Experience Only impact to URL career: FEF is only 1 year. Experience tour can be 2-3 years, but can also be Joint Tier II – Experience Tour 2300S 2300S O4-O6 O3-O6 Fellowship i.e. FEF, CFR Experience 2300P 2301P 2300Q or Tier I – Initial Education No impact to URL career: Master’s degree de facto requirement for O-5 / command screen O1-O4 Education Earn Master’s Degree from: Board-selected program (i.e. IGE, PMM, ASM) Naval War College Advanced Naval Strategy Naval Postgraduate School Strategic Studies 2300P CIVINS/NWC 2301P NPS

PMM Requirements and Eligibility
Rank: O3-O5 (including O2s selected for O3 and promoted prior to the start of the AY18-19.) URL, 1710, 1810, 1820 & 1830 – FTS and Reserves not eligible Must not have received a DoD-funded master’s degree Officers attend school full-time, year-round Eight 1-year scholarships Beginning fall semester AY (summer pre-session required by some institutions) Selected Officers will apply to the following authorized universities: University of Washington (Seattle) Harvard University Johns Hopkins (SAIS) University of Virginia Princeton University Tufts University University of Chicago University of California, San Diego

PMM Selection Criteria
Sustained superior performance Upwardly mobile/due course within communities Junior officers with potential utilization throughout career Academic qualifications High undergraduate degree GPA High GRE Scores Master’s Degree Published in print or on-line Politico-military, national security, or political science background Masters or undergraduate degrees Previous work in N5 or J5 billets or similar strategy and policy billets Availability of applicant Detailer and community approval for program and payback tours

FEF Requirements and Eligibility
Rank: O4-O6 Communities: URL, 1710, 1810, 1820 & 1830; FTS and Reserve not eligible Officers attend universities and think tanks full-time Thirteen 1-year programs One officer to each institution Beginning fall semester AY OPNAV will determine the assignment of each selected officer to the following institutions: Tufts University, The Fletcher School of Law and Diplomacy Stanford University, Hoover Institution Harvard University, John F. Kennedy School of Government Massachusetts Institute of Technology (MIT), Security Studies Program Stimson Center Center for Strategic and Budgetary Assessments (CSBA) Johns Hopkins University Applied Physics Lab (JHU APL) Chicago Council on Global Affairs Atlantic Council The Brookings Institution Center for A New American Security (CNAS) Center for Strategic and International Studies (CSIS) / Adjunct fellowship to United States Naval Institute (USNI) RAND Corporation

FEF Selection Criteria
Sustained superior performance Institutions and think tanks value post-command O4-O6 with broad-based experiences who can articulate Navy themes Upwardly mobile/due course within their respective communities Academic qualifications Master’s degree highly desired, but not required Preference given to officers with Master's degree in national security studies, strategy, international relations, public policy, or pol-mil affairs Published in print or on-line Politico-military, national security, or political science background Balanced operational/staff experience; background in national security affairs, international relations, strategy, policy, or pol-mil affairs desired but not required Previous work in N5/J5/COCOM/OSD/SECNAV billets or similar strategy and policy billets Availability of applicant Detailer and community approval for one-year program and payback tours

Hudson Fellow at Oxford University Requirements and Eligibility
Rank: Post-command O-5/O-6 Communities: URL, 1710, 1810, 1820 & 1830 FTS/Reserve not eligible Experience in politico-military affairs, national security affairs or strategic planning Requires Master’s degree, preferably in national security studies, international relations, strategy, public policy, or pol-mil affairs 1 officer is selected to attend full-time, 1-year program Beginning fall AY Final selection of the Fellow made by University of Oxford academic committee Navy selects one primary and two alternates Oxford screens primary and alternate candidates and makes final selection

Upwardly mobile/due course within their respective communities Academic qualifications Master’s degree required Preference given to officers with Master's degree in national security studies, strategy, international relations, public policy, or pol-mil affairs (2000P/2300P/2301P) Published in print or on-line Politico-military, national security, or political science background Balanced operational/staff experience; background in national security affairs, international relations, strategy, policy, or Pol-Mil affairs Previous work in N5 or J5 billets or similar strategy and policy billets Availability of applicant Detailer and community approval for program and payback tours

SDEF Requirements and Eligibility
Rank: O-5/O-6; any community 4 officers for one year beginning 1 July 2018 1 month Pol/Mil + Business School Exec Ed training; 11 months at corporate sponsor Assignment to and within the corporate sponsor based on education & military career Placement at the executive leadership level Group training at other corporate sponsors and briefings to Pentagon leadership during year Different mix of corporations chosen each year by SDEF from a pool of sponsors across a wide range of business areas. Sustained superior performance Officers with Flag officer potential Officers able to conceive operational and organizational innovations derived from revolutionary changes in corporate long range planning, organizational and management, and innovation in information and other technologies Requirements and background Master’s or undergraduate degrees Operational and technical backgrounds preferred by corporate sponsors ASN(RD&A) selects two Navy Acquisitions Professional officers annually as additional Navy inputs Availability of applicant Detailer and community approval for program and payback tours
