22 AUGUST 2013 WORKING WITH ENERGY IN CHINA 4 China's 12 th Five Year plans 2011-2015 China's main goals until 2015 are: GDP to grow by 7 percent annually on average More than 45 million jobs to be created in urban areas Energy consumption per unit of GDP to be cut by 16 percent; Carbon dioxide emission per unit of GDP to be cut by 17 percent;
