3 LDO/CWO Program History
13 December 1775: Warrant Officer created by the Continental Congress; one of the oldest Navy commissioning sources. 1910: Congress authorized the annual promotion of ten Warrant Officers to the rank of Ensign. Prior to World War II: As technically-oriented officers who perform duties limited to specific occupational fields and require strong managerial skills, LDOs could advance to Lieutenant. 1948: The Limited Duty Officer program was established under the Officer Personnel Act as a relatively small group of officers that retained their specialties acquired as enlisted men and Warrant Officers. 1957: all initial LDO appointments were temporary appointments under Title 10 USC, Section 5596. 5 December 1974: CNO study conducted under the sponsorship of Bureau of Naval Personnel Career Planning Board established Retention of LDO and CWO programs, but functional role definitions developed separately for each. Separate LDO and CWO community billet structures. Realignment of LDO and CWO designators and categories, warfare community identification, and centralized management. New procurement and appointment procedures to provide separate paths to LDO or CWO. 1985: Congress lifted the "0-5 cap", authorizing LDO promotions to Captain. The first LDO captain was promoted in 1986. 1991: Warrant Officer Management Act of 1991 authorized the grade of CWO5. Today: LDOs and CWOs serve as Division Officers, Department Heads, Officer-in-Charge, Executive Officers and Commanding Officers afloat or ashore. 5 Am I Competitive for the LDO/CWO Program?
Becoming a Navy Limited Duty Officer or Chief Warrant Officer is challenging and competitive process. For applicants to be competitive, superior performance in assignments is the key. Successful applicants usually have a variety of assignments such as ships, squadrons and shore assignments. A college degree is not required, however, to be competitive in selection a degree is encouraged.

6 Common Selectee Characteristics
Sustained superior performance in all assignments Seek challenging leadership positions. Good Sea/Shore/Overseas rotation. Command Collateral Duties Consistent break-outs in evaluations/fitness reports with strong CO’s endorsement. Strong technical acumen and proficiency. Continual pursuit of formal education, personal and professional development. Attained advanced supervisory qualifications and breadth of experience relating to the designator applied for.

Base Pay Comparison Enlisted Advancement Average Flow-point from N133 : E7 – 11.7 Years ; E8 – 15.8 Years For Calculations: Enlisted advanced at 11YOS(E7), 15YOS(E8), 19YOS(E9); LDO advanced at 12 (O2E), 14(O3E), 19(O4-Spot) Calculated Net base pay difference = $203,623.20 For comparison, assuming the enlisted member was E9 at 10 years vs above LDO progression, LDO monthly pay exceeds E9 at 12 years (O2E), LDO net pay surpasses E9 at 14 years, and the final difference in base pay is calculated as $96,840. 13 LDO Eligibility Requirements
E-6 thru E-8 E-6s must be CPO Selection Board eligible MIN/MAX Time in Service 8-14 years Naval Service (except Nuclear Applicants) 8-16 years Naval Service (Nuclear Applicants) Computed to 1 OCT 19 High School Grad or GED Equivalent Must complete 10 YCS to be retirement eligible OPNAVINST B -- NAVADMIN 090/17 -- NAVADMIN 177/17

14 Nuclear In-Service Procurement Board
Nuclear trained applicants will follow guidance outlined in NAVADMIN 177/17 until further guidance is promulgated. Nuclear LDO selectees shall conduct NR screening interview NR interview failures are no longer commissioned as non-nuclear LDOs. Returned to fleet as Enlisted Operators. Not allowed to re-apply to LDO program.

15 CWO Eligibility Requirements
E-7 thru E-9 Personnel advanced to pay grade E-9 (as of the day the board convenes) will be appointed to CWO3 MIN/MAX Time in Service 14-20 years for E7-E8 14-22 years for E9 (No TIS waivers will be granted) *Computed to 1 OCT 19 High School Grad or GED Equivalent Must complete 6 YCS to become retirement eligible CWOLTJG CWOs must have 2 yrs as CWO and <16 yrs service OPNAVINST B -- NAVADMIN 090/17

16 NAVPERS 1420/5 Eligibility Checklist
Navy Personnel Command > Boards > Administrative > LDO/CWO FY-19>LDO/CWO Checklist On average, 7% of packages had errors; 93% accepted. Some applications had more than one error Eleven applicants did not meet requirements for submission Block 29 – (Civil/Military Offenses) - Most common error was military/civilian convictions. (Error code F) Page 10 – CO’s Endorsement – Required statement (“applicant meets all requirements of….”), was incorrect or missing information. (Error code J) Block 21 (High School) and Block 6 (Citizenship) – Error rate remains high, but trending down. (Error codes B and E) Missing color vision tests (when required). (Error code L) Most errors should be caught prior to application submission at NPC. A well-versed command LDO/CWO coordinator can provide assistance to both the command and the candidate during the application process.
