5 Arms, Ammunition Explosives (AA&E) Officer
INDIVIDUAL RESPONSIBILITY FOR THE CONTROL AND SAFEGUARDING OF A&E Arms, Ammunition Explosives (AA&E) Officer The AA&E Officer is responsible for the physical accountability of the class V(W) account to include the training of ammunition personnel. Must be AA&E Screened! Duties: Conduct a 100-percent physical inventory and complete review of all AA&E within 30 days of appointment (and annotate it on the card) and retain copies of the inventory for 6 years and 3 months. Conduct quarterly reviews of AA&E control measures and MSIs Reports any discrepancies to the appointing officer.

FOR THE CONTROL AND SAFEGUARDING OF A&E Maintain close liaison with the area security officer. Assist personnel in investigating AA&E losses. Ensure personnel assigned custody, maintenance, disposal, distribution, or security responsibilities for class V(W) in the performance of their primary duties are properly screened, qualified, and documented. This includes unit diary entries. Ensure annual A&E awareness training is conducted, incorporated, and documented within the unit annual training plan and PME. Ensure your Ammo Tech is involved in the inventory process. General Order number 5!

7 Ammunition and Explosives (A&E) Audit and Verification Officer
INDIVIDUAL RESPONSIBILITY FOR THE CONTROL AND SAFEGUARDING OF A&E Ammunition and Explosives (A&E) Audit and Verification Officer The AVO is responsible for the verification and validation of class V(W) issue, receipt, expenditure, accounting, and screening documentation. Duties: Ensure NAVMC expenditure reports are completed legibly and submitted for certification within 7 days of the completion of range/exercise. Ensure NAVMC 11381s are maintained by FY and retained for 10 years. Conduct quarterly audits of the command class V(W) management. Verify retention of supporting documentation, accounting records, and personnel screening documentation.

8 Explosives Safety Representative (ESR)
INDIVIDUAL RESPONSIBILITY FOR THE CONTROL AND SAFEGUARDING OF A&E Explosives Safety Representative (ESR) Individual is assigned in writing by the CO for Regimental/Squadron tenants. If the ESR does not possess the experience and training required he/she will be required to complete the below courses. AMMO-18, Basics of Naval Explosives Hazard Control. AMMO-45, Introduction to Ammunition AMMO-76, Identification of Ammunition AMMO-51, MV (Web-based), Naval Motor Vehicle Inspection

9 INDIVIDUAL RESPONSIBILITY
FOR THE CONTROL AND SAFEGUARDING OF A&E Duties: Conduct explosives safety training for all unit personnel handling A&E Ensure that standard operating procedures (SOP) are developed and maintained Perform required unit inspections and maintain records of inspections on file for a period not less than two years from the date of the inspection Serve as the unit representative to the installation’s Explosives Safety Self-Assessment (ESSA) Program

Commanders have 19 explicit responsibilities Ammunition Officers have 9 explicit responsibilities Ammunition Chiefs have 12 explicit responsibilities Ammunition Techs have 12 explicit responsibilities AA&E Officers have 9 explicit responsibilities AVOs have 6 explicit responsibilities ESRs have 5 explicit responsibilities You have more than 70 jobs!!!!!
