Increase access to safe water from 95% (2011) to 97% of the urban inhabitants and from 82% (2011) to 85% of the rural inhabitants by 2017.
Increase access to improved sanitation from 50% (2011) to 76% of the urban inhabitants and from 53% (2011) to 70% of the rural inhabitants by 2016.
Water:
84% have Access to Improved Water,
- On track for MDG targets
Sanitation:
53% have Access to Improved Sanitation
- Off-track for MDG targets

- Limited and Declining financing for WatSan Programmes;
- High levels of non-functional WatSan facilities at any point in time;
- Heavy Catchment Degradation and ever increasing Water Demand;
- Inadequate Capacity to Plan and Effectively Deliver WatSan Services
- Inavailability of Appropriate and Affordable technological options for accelerated Water Supply and Sanitation uptake; and
- Limited capacity to track off Government Budget financing, (i.e investments by NGOs).

Build Structures & Capacity at all levels to ensure full involvement in reducing non functionality of Water Supply facilities in rural areas by 5% annually from the current 30%.
Adhere to the eThekwini, Sharm-el-Sheikh and Istanbul Declarations and will allocate annually at least 1.5% of National Budget to Sanitation for each year through to 2015.
Continue Use of Community Approaches (CLTS and Sanitation Marketing) to Increase Access to Improved Sanitation for the inhabitants of rural and urban settings
