Intelligence Modeling & Simulation And Standards A View from USGIF
3D Geospatial Modeling & Simulation Summit 100th OGC Technical Committee Orlando, FL USA Dr. Dan Maxwell 19 September 2016
2
Intelligence Use of Models & Simulations
Why? Models & Simulations: Answer Questions Support Decisions Facilitate Action Some Examples Activity Based Intelligence (ABI) Change Detection Predictive Models Modeling and Simulation Requirements for intelligence are subtly – but fundamentally – different than training simulation
3
The Need for “Automated Interoperability” is growing
The Amount of Geospatial and Georeferenced data being collected is skyrocketing The pace of change is accelerating The Class of question is changing Activity Based Intelligence Human Geography Disaster & Catastrophe Response ……. Cost is skyrocketing To maintain the data To share the data To design for interoperability Operational Effectiveness Suffers Due to latency Lack of consistency among systems All of this implies a need to think differently about the data challenge

More Technology & Data are Coming

Challenges to Achieving the Vision
Research & Engineering Semantic Consistency – Unfetter data and tools Security – Reliable multi-level security Reasoning over the data Automated Change Detection Higher Level Uncertainty Underlying Statistical Science Governance Standards .. Specifications… Syntax Speed of Change Heterogenous data sources Class of data Provider Suitability for consistent use in different domains Making “Big Data” work for us requires “Big Think” First!

Recommendations Continue to work towards establishing rules of governance early. Open enough to allow discovery and integration of new data types. Bounded enough for automated reasoning. Continue / Increase investment in foundational modeling and data related science e.g. Squad X, Mega City simulation Network Science. Keep investing in integrative Geospatial data realted standards (e.g. CDB 2.0) Copyright © 2016 Open Geospatial Consortium

Dimensions of the Challenge
Simulation is “just an application” Simulations vary in resolution / fidelity depending on their intended use: First Person – Game Constructive – All entities automated Abstract – Entities are aggregations, samples, or subsets Design considerations for Simulations are identical to other applications Trades are always required. System components depend on each other. The One Constant is the need for timely and consistent data
