5 State Testing-Best Practices
Developed by GeorgiaTesting Directors with feedback from GaPSC and GaDOE With emergence of online testing, I hope this group will provide more suggested guidelines/best practice

6 Assignments Assign a school administrator as School Testing Coordinator Assign certified educator as Assistant School Test Coordinator Provide training on State Assessment Handbook policies and procedures as well as any locally developed policies and procedures Require froms to be signed attesting to the training received

7 Training Utilize same training at all schools
Train all personnel who will be involved-examiners, proctors, monitors, administrators Should have training immediately prior to each test administration on specific test procedures and policies related to the particular test Prior training does not substitute for current training

8 Training Test Examiners, Administrators, Proctors, and Monitors have different roles and should be trained accordingly Use the most skilled proctors in areas in which you have the most concern Training should include the need for immediate reporting of incidents that impact test scores and the procedure for reporting Additional training given accommodations

9 Accommodations Testing accommodations are very specific and should be clearly understood Review how accommodations are to be given Practice in oral reading should be done for proper inflections, voice tone, etc. Review number of times a question can be read Have examiner sign off on accommodation notification

10 Rosters Have list for each-administrators, test examiners, proctors, monitors with signed forms attesting to completion of training, assignment for testing Should not be assigned to rooms in which their own children or relatives are being tested Master list of students and their accommodations verified by school test coordinator

11 Storage Establish a secure storage area for test material at each school testing site Limit access to area Locked at all times Keys controlled by principal Limit the number of keys to two (2)

12 After Receiving Test Material in the School
Ensure the integrity of the secured storage area Assign two or more people to be present at all times when verifying, counting, or assembling test material with sign in/out sheet Manually count all packages of material and compare to invoice School System Coordinator verifies shortages/overages and reprots to GaDOE

13 Manually Count Contents of Each Package
Packages remain intact Count the number of answer documents by cutting only one corner of the shrink wrap Count test booklets by spine seen through packaging Label package with correct count if error found Notify System Test Coordinator who will notify GaDOE

14 Preparation Cease all specific test review activities when testing materials are move to school Prepare containers at each school testing site with the exact quantity of materials each test examiner will need Prepare form with inventory numbers for each type of testing material and have them sign form that the count is correct, including date and time

15 Preparation Have teachers remove/cover all instructional materials from walls, cabinets, desks, etc. Arrange student desk in positions to discourage communication/cheating Desks should be arranged 2-3 days prior to testing to avoid disruption and for students to get use to arrangements

16 Preparation Prepare a schedule so that monitors are available to all test sites on a regular patrol Develop a sign system so Examiners can notify Monitors when assistance is needed Red paper taped to window/door may signify when they need to speak with Monitor and Blue paper when material is needed

17 During Testing Provide students Number #2 pencils with erasers that do not smudge Have each student sign roster that gives the book and form number of his/her booklet beside the student name Ensure student name and required information have been accurately bubbled and printed on answer document

18 During Testing Record the start and stop time of each testing session
Walk around room to monitor students-correct section, following instructions, etc. Do not grade papers, talk/text on phone, sleep or be on computer during testing Have log sheet available should any unusual occurrence happen Ex.-student puts answers in wrong section and has to erase and move answers

19 During Testing Do not read student test
Do not discuss test questions or answers with anyone Contact principal immediately should a problem occur Each day announce to staff and students what test or test section is to be completed Make-up tests completed in same manner

20 After Testing Collect testing material and verify immediately after each testing section Keep testing material secure until it is returned to school system-document date and time of departure and arrival System verifies counts and returns to state/testing company Package answer documents noting the box number with a list of classes it contains on a master list

21 After Testing Assure that all shipping directions and time lines are followed Establish a procedure for the School Test Coordinator or school Administrator to sign for student scores when they are returned to schools to encourage security and confidentiality Establish a procedure to distribute test scores to schools, teachers, and parents following confidentiality laws

22 After Testing Electronic files should be kept in a secured manner with confidentiality stressed Retain all testing rosters, lists, signatures, agendas, sign in/out sheets, logs, and other materials for documentation purposes Compile and check-off the Principal’s Certification form Complete the Superintendent’s Certification Form on Jan. 31 & July 31

23 Testing Online Systems testing on computer get 12 days
Normally takes 5 days to test but system may do one section per day If more flexibility is needed, GaDOE will consider request based on testing plan and documentation submitted

24 Best Practices for Online Testing
Position of computers should be placed to ensure individual work Tech Director should be accessible in case there are technology issues Follow all testing guidelines such as security, certified educators administering tests, training, monitoring, etc.

25 Recent Violations Referred to PSC
Educator had GAA material in her possession when she left school grounds upon feeling ill. When called regarding the immediate return of materials, she sent them back via a non-educator Educator failed to read testing instructions to students with disabilities

26 Recent Violations A parent of a student reported to the principal that the educator assisted the student during the administration of the test. The educator admitted not following protocol but denied assisting students The educator administered the Ga. Milestones test to a small group of students. All students reported the educator fell asleep and snored loudly during the test

27 Recent Violations The school testing coordinator inadvertently gave a section of the 3rd grade milestones test to a small group of 4th graders The educator, an ELA teacher, administered Milestones test. 9 students reported she made comments throughout the testing and assisted several students

28 Recent Violations The educator was designated as the school’s test coordinator and was responsible for the administration of the EOC. The educator committed numerous violations of procedural and legal requirements related to training including failure to provide accommodations. The mismanagement resulted in significant delays and scoring which impacted student grades for 100’s of students

29 Advice Plan, Plan, Plan Train, Train, Train Take testing seriously
Document and retain records Provide accommodations Report violations immediately
