Definitions? To whom does this apply to? (programs and people) What should be made clear with regard to “positive behavior interventions and support models, that promote positive social and emotional development and reduce challenging behaviors”? What other policies, frameworks, or structures are already in place that this should build on? What other early childhood work does this need to acknowledge? Align with?
