What Army Regulation covers Military Wear and Appearance? What Section can you find the placement of the nametape and U.S. Army tape? Everything we do in the military is covered by a regulation. These regulations govern how we act, dress, and how we are paid. It is essential to know how to read and interpret these regulations in order to be effective Financial Managers. You will know how to research finance questions and then take the necessary performance steps to complete the mission.

ACTION: Research Finance Regulations CONDITION: Given the DODFMR R, Vol. 7A, JFTR Vol. 1, standard office supplies and equipment, and awareness of Operational Environment (OE) variables and actors. STANDARD: Locate the correct chapter, section, paragraph, and sub-paragraph for 20 different finance actions IAW DODFMR R, Vol. 7A and JFTR Vol. 1 with no less than 75% accuracy. Learning Objective Instructor Note: Inform the students of the following learning objective requirements. At the completion of this lesson, you (the student) will: Action: Research Finance Regulations Conditions: In a field environment you have several military pay questions to research. Given the DODFMR R, Vol. 7A, Joint Federal Travel Regulation (JFTR) Volume 1, standard office supplies and equipment, and awareness of Operational Environment (OE) variables and actors. Standards: Locate the correct chapter, section, paragraph, and sub-paragraph for 20 different finance actions IAW DoDFMR R, Vol. 7A, Joint Federal Travel Regulation (JFTR) Volume 1, with a minimum of 75% accuracy on the exam. Safety Requirements: In a training environment, leaders must perform a risk assessment in accordance with DA PAM , Risk Management. Leaders will complete a DD Form 2977 RISK MANAGEMENT WORKSHEET during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the work/rest cycles and water replacement guidelines IAW TRADOC Regulation Risk Assessment: Low Environmental Considerations: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Evaluations: Students will be given a performance test on researching finance actions. Students must score a minimum of 75% to pass the exam. DoDFMR 7000.14R, Volume 7A One Regulation for the Entire DoD
Statutory (U.S. Law) Provides Policy and Procedures States who, what, and when for ALL entitlements and deductions d. Generalize New Information (3 hours 25 minutes) -You must become familiar with DoDFMR R, Vol. 7A (hereafter referred to as the DoDFMR). It is the basis for determining the conditions and procedural guidance for military pay items. This task provides you with the research techniques needed to correctly perform all the other tasks in the course and reference other regulations within the finance office. -The DoDFMR stipulates to all Department of Defense (DoD) components the policies, regulations, and procedures in the area of responsibility of the Under Secretary of Defense (Comptroller). It consists of 15 volumes. We will discuss volume 7A, Military Pay Policy and Procedures – Active Duty and Reserve Pay, during this lesson. Throughout the course you will reference some of the other volumes of the DoDFMR. (1) Provides statutory and regulatory financial management guidance for the Department of Defense. (2) Provides policy and procedures for all entitlements and deductions for all branches of military service. (3) States who is entitled, what is entitled, and when the entitlement is earned.

They are listed by paragraph number and states an explanation and purpose of what the change is. All changes are also identified by a Y next to the paragraph in the body of the DoDFMR and denoted by blue font. (b) Comparable Grades; describes the different titles to pay and grades for the services. The Comparable Grades are located after the appendices at the end of the DoDFMR Vol 7A. (c) Glossary; An alphabetic listing of terms and acronyms specific to the DoDFMR and military pay. The Glossary is located after the comparable grades at the end of the DoDFMR Vol 7A.

Paragraph Numbering System
The regulation is divided into: CHAPTERS SECTIONS PARAGRAPHS SUBPARAGRAPHS d. Generalize New Information (3 hours 25 minutes) -The paragraph numbering system used in the DoDFMR is simple to follow. The regulation is first divided into chapters. Each chapter is further divided into sections; each section into paragraphs; then, if required, each paragraph is divided into subparagraphs.

Column Heading d. Generalize New Information (3 hours 25 minutes) -Decision Logic Tables (DLT’s) are used throughout the DoDFMR to simplify technical instructions. They are located in the back of each chapter. The first set of digits in the table number refers to the chapter, and the last set of numbers refers to the table number within the chapter. For example, Table The Table is in Chapter 24 and it is the fifth table within the chapter. INSTRUCTOR NOTE: Show Slide# 10 - DECISION LOGIC TABLE (DLT). (a) DLTs contain the following parts: ·The Table Heading identifies the type of instruction. ·Column headings are alphabetically designated. A heavy black line separates condition column headings (If) from action column headings (Then). ·The Condition and Action Statements Rules are numerically designated. A heavy black line separates condition and action headings from condition and action statement rules. ·Notes are listed numerically below the table. The notes below the table corresponds with the note in parenthesis for example, (note #). (b)To read a DLT, follow this sequence: ·Read the Table Heading to identify what the table is about. ·The Heading for column A leads to the condition statements describing the problem you are solving. Condition statements are extensions of data in column headings, which are sometimes limited to X, Y or N. Y means yes. N means no. Research Tips Key Word Search
Use of Table of Contents (Reg. and Chapters) Process of Elimination d. Generalize New Information (3 hours 25 minutes) INSTRUCTOR NOTE: Show Slide# 12, RESEARCH TIPS -When researching questions from customers it is helpful to use several different techniques to locate the specific area of the DODFMR that you need to look in. (1) First you should look/listen for KEY WORDS or terms that are being used to pose the question. (2) Second use the Table of Contents to help you find the Chapter which covers the area in question. The chapters also have a table of contents that breaks the chapter down into sections. This will speed up the process of research. (3) Lastly as you search through the chapter. Eliminate paragraphs and sub-paragraphs that do not pertain to your specific search. (a) You may also need to find the section within the chapter. The title may indicate just what you need. For example, the answer to a question about Parachute Pay would be in chapter 24, section 2 or 2402. (b) The specific paragraph may also be needed to answer the question. Scan the paragraph titles within the section. For example, the answer to a question about the effect a missing status has upon a soldier’s entitlement to Parachute Pay would be in chapter 24, section 1, and paragraph 7 or (c) A subparagraph may also be needed. Once you have located the appropriate paragraph, look at the subparagraphs. For example, the answer to a question about who is qualified to receive High-Altitude Low-Opening (HALO) Parachute Pay would be in chapter 24, section 2, paragraph 1, subparagraph B.2 or B.2.

Research Example #1 A Soldier was on an unauthorized leave of absence (AWOL), for 20 days. What affect does the absence have on pay and allowances? d. Generalize New Information (3 hours 25 minutes) INSTRUCTOR NOTE: Show Slide# 13: RESEARCH EXAMPLE #1; AND GO THROUGH THE STEPS FROM THE PREVIOUS SLIDE TO HELP THE STUDENTS FIND THE CORRECT ANSWER IN THE DODFMR. DO THIS AS A CLASS. Have the students tell you the key words in the example. Write them on the white board. Instruct the students to look in the Table of Contents to find the chapter to look in. Then have them look at the chapters Table of Contents. Begin going through the chapter with the students and eliminate areas that do not apply to the search. JFTR Provides statutory guidance for the Department of Defense
Provides policy & procedures for travel entitlements and allowances. States who is entitled, what is entitled, and when the entitlement is earned d. Generalize New Information (3 hours 25 minutes) INSTRUCTOR NOTE: Show Slide# 16, JFTR -You must become familiar with the Joint Federal Travel Regulation Volume 1, (hereafter referred to as the JFTR) specifically chapter 10 when it comes to military pay which we will discuss later when we begin the entitlements lesson. The JFTR pertains to per diem, travel and transportation allowances, relocation allowances, and certain other allowances of Uniformed Service Active Duty and Reserve Component members. -The JFTR is published by the Per Diem, Travel and Transportation Allowance Committee (PDTATAC). PDTATAC is chartered under the Department of Defense (DoD). Its members are a Deputy Assistant Secretary from each of the military departments. We will discuss specifically Chapter 10 (1) The JFTR Provides statutory guidance (legal) for the Department of Defense. (2) Provides policy and procedures for all entitlements pertaining to travel entitlements and allowances for military services. (3) States who is entitled, what is entitled, and when the entitlement is earned.

Volume one is for Uniformed Service Members and is known as the Joint Federal Travel Regulation (JFTR). Volume two is for Civilians and others traveling at DoD expense. It is known as the Joint Travel Regulation (JTR). We will be focusing mainly on the JFTR for this class; because this is the volume you will use the most when researching housing allowances.

Paragraph Numbering System
The regulation is divided into: VOLUMES CHAPTERS PARAGRAPHS SUBPARAGRAPHS d. Generalize New Information (3 hours 25 minutes) (3) The paragraph numbering system in the JFTR is similar to the DoDFMR with few differences. The letter "U," precedes a JFTR 4- or 5-digit paragraph number (the one or two digits indicating the chapter number) and subparagraph designators as shown in the breakdown example. Each chapter is divided into parts and sections. The parts and sections are further divided into paragraphs and subparagraphs. Paragraphs and Subparagraphs may contain even further Itemizations. INSTRUCTOR NOTE: Not all paragraph numbers are in consecutive numerical sequence (e.g., U1010, U1011, U1012); numbers may be skipped (e.g., U5305, U5310, U5315) so that new paragraphs can be added without changing existing paragraph numbering

Generalize New Information (3 hours 25 minutes) -Tables in the JFTR are used to simplify technical instructions and list rates. They are located throughout each chapter. The first set of digits in the table number refers to the chapter followed by the part. The last set of numbers after the dash (-) refers to the table number within the chapter. For example: Table U5G-1. The table refers to Chapter 5, Part G and it is the first table for the chapter. NOTE: SOME OF THE TABLES IN THE JFTR ARE NOT NUMBERED (a) Tables within the JFTR contain some but not all of the following parts: ·The Table Heading identifies the type of instruction and or title and describes the situation. ·Column headings. (b) Follow the rules for each table individually; the tables in the JFTR are not like the DoDFMR in that they may be in different formats with the regulation depending on the content. Generalize New Information (3 hours 25 minutes) INSTRUCTOR NOTE: Show Slide# 27: TIPS FOR RESEARCH. -When researching questions from customers it is helpful to use several different techniques to locate the specific area of the JFTR that you need to look in. (1) First you should look/listen for KEY WORDS or terms that are being used to pose the question. If the question is related to Travel pay it will be covered in the JFTR. Housing Allowances are also covered in the JFTR. (2) Second use the Table of Contents to help you find the Chapter which covers the area in question. This will speed up the process of research. (3) Lastly as you search through the chapter. Eliminate parts that do not pertain to your specific search. (a) You may also need to find the section within the part of the chapter. The title may indicate just what you need. For example, the answer to a question about POV Transportation during an Evacuations OCONUS would be in chapter 6, Part A, Section 5. (b) The specific paragraph may also be needed to answer the question. Scan the paragraph titles within the section. For example, the answer to a question about Pet Transportation and Quarantine during an Evacuation Oconus would be covered in Miscellaneous Allowances under Chapter 6, Part A, Section 6, and Paragraph 016 or U6016. (c) A subparagraph may also be needed. Once you have located the appropriate paragraph, look at the subparagraphs. A question about restrictions for Pets Transportation and Quarantine during an OCONUS Evacuation would be covered under Miscellaneous Allowances under Chapter 6, Part A, Section 6, and Paragraph 016, Subparagraph D, or U6016D1 and U6016D2.

A Reserve Soldier is called/ordered to Active duty for deployment to a contingency operation. Are they authorized a housing allowance, and at which rate? d. Generalize New Information (3 hours 25 minutes) NOTE: Go through the steps above to help the students find the correct answer in the JFTR, do this as a class. -Have the students tell you the key words in the example. Write them on the white board. -Instruct the students to look in the Table of Contents to find the chapter to look in. Then have them look at the chapters Table of Contents. -Begin going through the chapter with the students and eliminate areas that do not apply to the search. EXAMPLE #1 JFTR: A Reserve Soldier is called/ordered to Active duty for deployment to a contingency operation. Are they authorized a housing allowance; and at which rate? SOLUTION FOR #1: JFTR Vol 1, Chapter 10, Part E, Section 13, Paragraph 428, Subparagraph B or U10428B covers Reserve Components Contingency Operations. The subparagraph states: “An RC member called/ordered to active duty in support of a contingency operation is authorized BAH/OHA for the duration of the tour. If the RC member receives a PCS order authorizing HHG transportation, BAH/OHA is based on the new PDS. However, if the member is called or ordered to active duty and a PCS order is not issued, BAH/OHA rate is based (paid) on the primary residence location at the time called/ordered to active duty”.

SOLUTION FOR #2: JFTR Vol 1, Chapter 10, Section 104 Subparagraph D (U10104D) covers Member’s Marriage Status Determination. The subparagraph states: A marriage by telephone is recognized only if a statute or court decision authorizes telephone marriages in the jurisdiction in which the marriage is performed.
