Overview of BIBCO BIBCO – Monographic Bibliographic Record Program
Governed by representatives of the member libraries No centralized database among participating utilities to redistribute bibliographic records automatically Participants contribute new or edit existing bibliographic records using shared databases (e.g. OCLC, SkyRiver, etc.) The PCC encourages BIBCO participants and utilities to maximize availability of BIBCO records

BIBCO Program Parameters
Membership requirements Proficiency in creating bibliographic records for monographic and integrating resources using RDA as description standards, applying accepted cataloging standards for subject analysis and classification of monographic materials Achieve and maintain independence for contributing authority records in NACO Acquire OCLC Enhance National (ENN) authorization or appropriate authorization form other utilities Undergo “Training webinar for New BIBCO Members” Undergo review of records to reach independence Local BIBCO liaison coordinate local program activities, ensure quality contribution, and communicate with PCC BIBCO Coordinator and other BIBCO contacts

PCC Governance Directors of BIBCO institutions vote annually for BIBCO representatives to the PCC Policy Committee Those in policy level positions are eligible for nomination to serve as BIBCO representative to the PCC Policy Committee BIBCO Contacts may attend the annual PCC Operation Committee Members from BIBCO libraries may serve on committee and task groups, become trainers or reviewers

BIBCO Contribution Requirements Contribute a minimum of 100 bibliographic records annually Designate BIBCO records with MARC field “042 pcc” and “leader/17 Encoding level = #” Support controlled access points with authority records Assign at least one or two subject headings from an established thesaurus Assign a classification number from an established classification system Follow instructions in DCM Z1 for series treatment UCSD Practice: if SAR available, provide series access point

Workflow: General BIBCO libraries decide what and when to catalog a record as a BIBCO record Search OCLC to avoid duplication When Local needs dictate a practice not supported by BIBCO documentation, a library may choose between 2 options: Contribute a non-BIBCO record (e.g. controversy CCT) Modify the content of the record for its local use only (e.g. add 793, 590, etc.) Contribute BIBCO records via OCLC; no centralized database, no 010 LCCN Do not assign conventional collective titles with "Selections" in the following situations (instead, determine the preferred title of the work by following RDA /5): A compilation of poems, short stories, essays, etc. that has its own title and is being published for the first time, and/or A compilation whose contents are intended by its creator to exist together as one work. In case of doubt, do not assign a conventional collective title. This preferred title should be input in the 245 field and not the 240. Note that this is different than LC's policy as described in LC PS Classify such publications as separate works.

Make BIBCO record for print and electronic BSR is a “floor” description that emphasizes access points Inclusion of essential data that supports user tasks RDA “core” and “core if” “PCC core” and “PCC recommended” Additional elements may be added if determined to be important for identification or access Entities for names, subject, and series must be supported by authority records established through NACO and SACO Using defined element set in the BSR will allow the consistency in the catalog BSR content is supported through use of MARC 21 Formant for Bibliographic Data Take a look at BSR on PCC core and PCC Recommended

LCSH Documentation: LC SHM: Subject Headings Manual instruction sheets H170 CONSER and BIBCO Standard Records H180 Assigning and Constructing Subject Headings H181 Arabic and Persian Subject Headings H182 Chinese, Japanese, and Korean Subject Headings Assign at least one or two headings from the subject authority file and/or name authority file to represent the primary subject and/or form of the work at the appropriate level of specificity May assign additional headings to a record for secondary or tertiary subjects Establish new headings for discrete topics and named entities as needed through SACO Genre/Form terms Encouraged to include genre/form terms in BIBCO records where appropriate

LC Classification (applied by UCSD) Documentation: CSM: Classification and Shelflisting Manual Policy on Classification numbers in BIBCO Records Only a classification number is required, supplying a full call number is an option UCSD: full call number for print UCSD: classification number for e-resource Not to supply an alternative number if it is a bibliography. etc. UCSD: Prefer specific subject classification (Call Number Policy and Practices) Check LCC that a current classification number is used May check the LC online shelflist to formulate a number for authors, musicians, and artists generally not printed in LCC If an LC classification number does not exist, submit a classification proposal, follow the guidelines. Other Classification If a classification number from another scheme appears in a record, retain the number during the upgrade for a BSR LCC is not required by BIBCO for classification UCSD Practice: use the appropriate subject classification number for a bibliography that has a specific subject focus

In-house Review: Catalogers
Responsibilities of the BIBCO catalogers Review records for obvious errors before submitting to reviewer Send records in no more than 5 per week to reviewer Records submitted supported by NAF for Name and LCSH, and LCC Provide reviewer with access to records prior to their contribution to OCLC Revise records according to reviewer’s feedback before creating more new records Respond to reviewer’s questions promptly

Responsibilities of the BIBCO reviewer: Provide feedback within a week to maintain local workflows and timely contribution of records to the shared database Respond to cataloger’s questions promptly Communicate with catalogers if a longer time period is necessary for review Report serious cataloging errors to the institutional BIBCO Contact Track progress of each cataloger under review as she/he approaches independence Consult with cataloger and her/his supervisor if problems persist in order to determine if additional training is necessary

Criteria for evaluation The reviewer examines records with these qualitative standards in mind: The MARC 21 format Leader and 008 fields are coded accurately 042 pcc is present All access points are represented in the appropriate authority files A standard classification number is present in bibliographic records for formats which require one All mandatory fixed and variable fields are present Descriptive cataloging follows PCC policy and documentation Enhancements to existing records meet input standards of the utility The errors in early groups of records appear less often in later groups of records because the catalogers are responding to corrections The reviewer considers the body of records with these quantitative standards in mind: Records represent the types of materials the BIBCO participant will contribute The participant has produced records or a quantity sufficient to assure consistent high quality
