POINTS EVIDENCE Local Government National Government New Institutions HVII did not call his Parliament often (the session in 1491 only lasted for 0.5 months). Instead HVII ruled personally through decrees and proclamations. His Royal Council had 227 members, but regular membership was smaller (included Reginald Bray) JP’s were given more power (1485 could arrest poachers and in 1491 they were given power to grant bail. In Wales the Council of Wales was set up with HVII’s Uncle Jasper leading it. In the North the Earl of Suffolk replaced the Earl of Northumberland. The Earl of Suffolk did not have a strong base of power in the North. Council Learned in Law was introduced to make sure the King got money from attainders. It was very controversial, the way the Council Learned in Law demanded money was morally questionable. The Star Chamber was introduced to prosecute anyone who behaved in a rebellious manner. Member of the Royal Council sat on the court, so it was possible to haul the greatest noblemen.

8 Finance POINTS EVIDENCE Attainders Crown Land Legal Dues Henry used attainders to seize titles and possessions of nobles he suspected of disloyalty. 138 were passed, 46 of those were reversed. Sir Thomas Tyrell paid £1,738 for the reversal of his attainder. HVII increased his use of fines for people appearing in the Kings Court. Sir William Stanley in 1495 paid £9000 then £1000 per year through his attainder. Henry inherited all lands held by the House of York and Lancaster. In Henry used the Act of Resumption to reclaim all crown land that had been granted since the War of the Roses

POINTS EVIDENCE Number of Nobles Attainders Legal Dues HVII decreased the number of people considered nobles by 25% during his reign. When nobles died or lost their title/land through attainders, HVII took the land for himself. Henry used attainders to seize titles and possessions of nobles he suspected of disloyalty. 138 were passed, 46 of those were reversed. Sir Thomas Tyrell paid £1,738 for the reversal of his attainder. Henry intervened to stop nobles retaining men as personal staff. In 1485 Parliament, Lord and Commons had to swear they would not retain and 1504 nobles needed a licence to retain. The penalty for retaining illegally was £5 per person.

Thomas Broughton in the Simnel Rebellion. Also, Simnel was given a job in the King Kitchen and later promoted to King’s Falconer. Equally Henry managed to stop James IV and Charles VIII supporting Warbeck through treaties. Henry executed Warbeck after he tried to escapes his court twice. Lord Audley was executed for his involvement in the Yorkshire rebellion too.

11 Foreign Policy POINTS EVIDENCE HVII got international recognition
How HVII gained control of the North How HVII stopped international leaders supporting pretenders 1502 Henry and James IV sign the Treaty of Perpetual Peace. This ended any intermittent war between England and Scotland. They agreed on how they would administer the border between England and Scotland. This would prevent local cross-border conflict. Henry managed to stop James IV from supporting Warbeck through a truce whereby James IV would marry HVII’s daughter (Margaret) and Charles VIII supporting Warbeck through treaties. Treaty of Medina del Campo secured recognition from Spain. Not only did they agree to work together, but agreed the marriage of Prince Arthur to Princess Catherine.
