Governance & Management
University of Leeds - Professor Adam Crawford Objective Approach To provide the project with structures that both deliver clear accountability and oversight, and which incorporate key stakeholders into decision-making processes. Project Management Team (Director, Deputy Directors, Strand Leads, Project Manager) – implementation and coordination of the programme, reporting to the Steering Group. Steering Group (Senior representation from policing and academic partners, plus other key individuals) – governance, use of resources, financial oversight, implementation, performance, dissemination. Advisory Board (Key national and international figures) – raise profile of the programme, dissemination and impact.

Policing Innovation Forum
University of Manchester - Dr Stephen Brookes & Dr Geoff Pearson Objective Approach To constitute a dynamic ‘engine’ of innovation at the heart of the overall programme, that will spawn new synergies, identify novel research co-production opportunities, stimulate knowledge exchange and drive innovation. An annual ‘Policing Innovation Forum’, acting as a catalyst for open innovation around priority themes and issues. ‘Pop-up dialogues’ between policing and academic partners.

University of Manchester - Dr Stephen Brookes Progress 14th October 2015 – Policing Innovation Forum Leeds Theme was cybercrime, areas identified for research: Force, Regional and National International Challenges and Enforcement Social Media Issues Stakeholders, Business Engagement Understanding, Defining and Resourcing Cybercrime Victims, Harm and Communities Virtual Presence and Patrol Next Steps Pop-up Dialogues to be executed over the coming year. October 2016 – Policing Innovation Forum Manchester Event development underway and theme to be decided by steering group March 2016.

Newcastle University - Dr Jill Clark Progress First cohort of studentships being established (October 2015 start): Newcastle (appointed) – Improving techniques to facilitate information retrieval during investigative interviews of suspected sex offenders. Liverpool (appointed) – Exploring the impact of funding cuts on police-community engagement. Durham (appointed) – The regulation and policing of drugs at festivals: exploring the tensions between transgression, control and harm reduction in commercialised 'liminal space‘. Small Grants Programme – Call for applications open, deadline Thursday 14th January 2016. Next steps Advert for second cohort of studentships to go out Spring 2016. Small Grants Programme – Applications will be considered by the N8 PRP Catalyst Project independent panel and awarded by the project Steering Group in late March 2016.

University of Leeds - Professor David Allen, Dr Nick Malleson, Dr Carly Lightowlers & Fiona McLaughlin Objective Approach Create a single point to support data access Support development opportunities to optimise existing datasets Support police in ensuring data quality and integrity Support linking of datasets across police forces and beyond police Enable secure storage of combined datasets Facilitate exploitation, synthesis, analysis and communication of data Provide data to inform policing strategies, policies and practices Develop data sharing agreements and legal frameworks To provide access to data that are otherwise inaccessible and poorly utilised, and to open up new avenues for data analysis, visualisation and data exploitation.

Dr Carly Lightowlers Fiona McLaughlin Next steps First cut of data model to be ready within 18months. To achieve this will, for example: create a governance structure; review best practice; analyse and evaluate current police data sharing portals; review current DSAs.

Public Engagement Objective Approach
University of Liverpool - Professor Sandra Walklate/Dr Liz Turner Objective Approach To embed citizen engagement and public understanding of policing in to the programme of research and knowledge exchange. It will enable the testing of public reception of new technologies, policing practices and innovation at early stages of development and after implementation to shape and influence strategies and inform future research priorities. To overview the different practices already in place in different force areas concerned with citizen engagement, particularly in the use of social media. Citizen panel – a remote panel, that will explore how members of the public feel about general policing issues and (b) serve as a sounding board for emerging technologies, future policies and decisions Thematic focus groups/citizen juries – around specific research themes, questions, pressing policing issues.

Public Engagement University of Liverpool - Professor Sandra Walklate/Dr Liz Turner Progress First meeting held 11th August 2015 to inform development of citizen engagement methodology. A file share system and document repository have been set up at the University of Liverpool for the purposes of information sharing for those interesting in participating in the work of this group. Next Steps A further workshop be held 7th January 2016, involving academic and representatives from the N8 forces. The aim of this workshop would be to produce a co-authored ‘white paper’ on different models of CE. Any report generated to feed into the further development of CE within all research projects generated within the Catalyst project. Citizen panel to be developed and first survey conducted by July 2016.

People & Knowledge Exchange
Durham University - Professor Nicole Westmarland Objective Approach To provide significant staff mobility between police/partners agencies and academics to foster greater mutual understanding and trust and facilitate research into priority policing issues. Develop the research skills of police officers and staff, and deepen knowledge in specific aspects of policing. Assist academics/early career researchers to undertake research of direct relevance to policing police and practice • Police fellowships • Academic secondments • Placements/internships for early career researchers • International fellowships • Coaching, peer support and challenge Networking events, workshops, horizon scanning forums and an annual conference.

People & Knowledge Exchange
Durham University - Professor Nicole Westmarland Progress The needs and requirements of Policing Partners regarding secondments of police staff to Collaborating Universities has been determined. A pilot scheme of people exchange is currently underway. Nikki D’Souza, Durham Constabulary – first Exchange Fellow (6 months, half-time) Next Steps Knowledge exchange conference in planning for May/June 2016 – ‘The Policing Workforce of the Future’? Summer school pilot to follow people exchange. PGR placements/internships

International Programme
University of Sheffield - Professor Joanna Shapland, Dr Matthew Bacon & Dr Layla Skinns Objective Approach To develop international research and knowledge exchange collaborations, exploit the international impact of policing research and extend the reputation and impact of English HE. Map and explore international developments in police-academic partnerships and collaborations in knowledge exchange, enhanced training and research co-production. Investigate the different models of relationships and mechanisms for delivering them, how well they work and lessons that can be drawn from international experience.

Training & Learning Objective Approach
Lancaster University - Professor Corrine May-Chahal, Dr Ian Paylor & Dr Cheryl Simmill-Binning Objective Approach To enhance research training and learning among police and partner organisations to secure research impact and maximise the practical benefits to policing innovation and the exploitation of data. Review police training and development Develop and deliver training days and summer schools Develop and launch PGT programmes (certificate, diploma and masters) Needs analysis, closing the circle and so filling the requirement highlighted by oversight agencies

Training & Learning Progress
Lancaster University - Professor Corrine May-Chahal, Dr Ian Paylor & Dr Cheryl Simmill-Binning Progress Initial consultations (with NCA (Northern satellite office), ROCU, and training/development leads for Police Forces in the N8 region as well as national lead and HMIC) are underway which will provide understanding of training/learning. Research based training modules are being developed in a variety of formats. Next Steps Mapping of police training provision across the north of England. A summer school is to be designed and trialled at Lancaster University during 2016.

Evaluation Objective Approach
University of York - Charlie Lloyd & Geoff Page Objective Approach To evaluate the impact, value and effectiveness of the different activity strands as they develop and to monitor the implementation and effectiveness of the plans and delivery structure. External evaluation (commissioned studies): • Evaluation of delivery and processes and the working of the partnership to guide and improve implementation at 12months • Evaluation of impact to identify lessons and improve strategic development at 24 and 48months Cohort studies (quantitative and qualitative) to monitor change in organisational cultures, identify factors facilitating/inhibiting closer relations and develop a model of good practice. Cohorts will include police officers/staff and academics/students participating in the programme.

Evaluation University of York - Dr Adam White Progress Focus on development of the cohort study, including the process for establishing a register of participants in the programme. Next Steps First register of participants at Innovation Forum to be rolled out across all strands. Initiate the first cohort study in summer 2016 and scope the brief for the first external evaluation study.
