Between 1851 and 1854 miners and police clashed over the injustice of the goldfield licensing system and police corruption In December 1854, over 500 men led by Peter Lalor gathered on the outskirts of Ballarat build a stockade and unfurled their flag Troops from Melbourne overran the stockade and killed 22 men
