1 Three Reasons Why Land Solutions Should be Open and Interoperable
OGC - Technical Committee March, 2016

2 AGENDA 3-S Framework– Why this is important
Why standards are needs for land projects? Challenges with Projects Key Aspects - ideas Q&A

3 3S FRAMEWORK – Why this is important
Sustainability SCALability Evergreen technology platform Enhances capacity development Supported and maintained Integrates with other gov’t systems Manages increasing data volume and users Adjustable to new technology Extend the domain of business to other areas easily SECURity Provides administrative protections Provides legal security Provides procedures to keep data backed Protects citizens’ privacy

4 Why standards are needed for land projects ?
Security – Adherence to standards helps ensure safety/security and reliability. As a result, users perceive standardized products and services as more dependable. This in turn raises user confidence to take-up of new technologies. Support of government policies and legislation – Standards are frequently referenced by regulators and legislators for protecting user and business interests, and to support government policies. Interoperability – the ability of solutions/devices to work together relies on products and services complying with standards. Business benefits – standardization provides a solid foundation upon which to develop new technologies and to enhance existing practices. Specifically standards: Open up market access, Provide economies of scale, Increase awareness of technical developments and initiatives Consumer choice - standards provide the foundation for new features and options, thus contributing to the enhancement of our daily lives.

5 challenges within projects
Not flexible data models that cause information be recorded incorrectly using empty fields in current datamodels or omitting to record data that are valuable for business. Identify the fundamental elements to be recorded – parcel, building, condo, easement, etc., and at a minimum how they should be described (i.e. attributes). Accommodate the use of standards There are many components – data conversion/archiving, spatial data (aerial/satellite imagery/parcel maps) as well as tenure information. All are supported by their own standards. GIS data is generally supported by ISO/TC211, so it’s important to look at linking and combining standards wherever possible. Challenges will be around connecting two or more systems. What happens if attributes are mandatory in one system but not in another? What validation routines can be run?

6 Why standards are needed for land projects?
Top Level Integration Interoperability Engagement LADM compliance Cost savings Risk mitigation Increase productivity Extensibility Business Changes Flexibility Adaptability Connectivity Security Transparent Auditable Secure Sustainability Scalability Security Operational Level

7 Interoperability Key Aspects
Interoperability and open standards Exchange data via a common set of exchange formats and to use the different protocols: XML, Json, SOAP, http, etc. Support open standards: LADM, CMIS, Public API, Plug-in Architecture Concept:  services to allow for information exchange

8 Connectivity Key Aspects Unique parcel or property identifier
Connectivity between the electronic map (GIS) and the parcel attribute data Access to scanned images, CMS or any type of document repository (Sharepoint, etc) Connectivity with 3rd party software: Provides connectivity with external financial/payment systems Support external CMS systems by CMIS standard
