1 The OIE and international animal health standards
International Food Safety administration and technical exchange Rome, 3-4 November 2008 The tile of my presentation is: the OIE and international animal health standards. Willem Droppers Chargé de Mission

2 Content global animal disease situation
OIE ref labs and collaborating centres import risk analysis OIE – Codex Alimentarius standard setting success story OIE and dispute settlement

3 SOME KEY FACTS on OIE Established in 1924: 172 Members
Intergovernmental organisation – predates the UN Permanent Regional Representations: Bamako (Mali), Buenos Aires (Argentina), Tokyo (Japan), Sofia (Bulgaria) and Beirut (Lebanon) Sub-regional Offices: Bangkok (Thailand), Gaborone (Botswana), Panama, Brussels (Belgium) Regional Commissions: Africa, America, Asia-Pacific, Europe and Middle East 51 13 29 51 28

4 OIE’s objectives ensure transparency in global animal health situation
collect, analyse and disseminate scientific veterinary information on control methods of animal diseases contribute expertise and encourage coordinated approach to disease outbreaks improve veterinary services within its WTO mandate, safeguard world trade through animal health standards animal welfare and animal production food safety

5 Why standards necessary
enhance safety of international trade fewer disease outbreaks encourage harmonisation of national legislation and control measures fewer unjustified restrictions on trade promote fairer trade benefits to developing countries especially international public good

6 OIE International Standards
Terrestrial Animal Health Code – mammals, birds and bees available on the OIE Website ( Aquatic Animal Health Code – fish, molluscs and crustaceans Manual of Diagnostic Tests and Vaccines for Terrestrial Animals Manual of Diagnostic Tests for Aquatic Animals

17 Twinning arrangement What do we mean with twinning?
Creating a link between two laboratories To increase global laboratory/diagnostic capacity and expertise Long term Sustainable Funding Potential candidate for OIE ref lab

18 Twinning process OIE REF. LAB APPLICANT LAB ID possible twinning: Labs
CVO Reg. office AGREEMENT DISEASE/TOPIC AGREEMENT HEADS OF BOTH LABS OFFICIAL DELEGATES Disease/topic Regional needs Managing expert Budget Work plan Communication Milestones PROJECT PROPOSAL BIOLOGICAL STANDARDS COMMISSION OIE DG S & T DEPT DONOUR FUNDING EVALUATION BUDGET

19 OIE Reference Laboratories & Collaborating Centres
designated to pursue all the scientific and technical problems relating to a named disease on the OIE lists Collaborating centres: designated to pursue expertise in a specific sphere of competence relating to the management of general questions on animal health issues (e.g. epidemiology, risk analysis, etc.)

20 IMPORT RISK ANALYSIS

21 animal health and zoonoses
OIE's WTO mandate WTO SPS Agreement recognises OIE as a reference organisation for international standards (one of the “ 3 sisters”) food safety CODEX plant health IPPC animal health and zoonoses OIE Codex = Codex Alimentarius Commission (FAO/WHO) OIE = World Organisation for Animal Health IPPC = International Plant Protection Convention (FAO)

22 Import risk analysis (IRA)
IRA is a specialised use of risk analysis provides importing countries with an objective and defensible method of assessing pest / disease risks associated with imports, so that the transfer of pathogens is avoided import measures can be scientifically justified trade restrictions are minimised a good IRA is important to both importing and exporting countries

23 4 components of risk analysis
Hazard Identification Risk Assessment Risk Management Risk Communication 23

25 OIE – CODEX ALIMENTARIUS

26 Coordination OIE – Codex
Farm level Measures relating to animal health + food safety of products of animal origin = for any event that can have an impact on the subsequent safety of food products Coordination OIE – Codex OIE © ENSV Informal agreement (2002) CAC Measures relating to food safety of all foodstuffs during and after the primary processing stage. © ENSV

27 APFS Working Group manages the OIE’s food safety work program
terms of reference to consider food-borne hazards arising from animals before slaughter and before processing of the product focus is on food safety measures applicable at the farm level work programme takes account of food safety priorities and work of relevant international organisations, especially Codex

28 OIE- Codex coordination
mechanisms mutual recognition of standards clear linkages between standards joint development of standards

29 OIE-Codex Coordination
OIE participates in several Codex Committees General Principles Meat Hygiene Milk and Milk Products Residues of Veterinary Drugs in Food Food Import and Export Inspection and Certification Systems Task Force on Foods derived from Biotechnology Task Force on Animal Feeding

30 OIE - Codex close cooperation, despite no formal agreement between OIE and Codex this needs to be mirrored by cooperation at the national and regional levels to avoid gaps and duplication in the development of standards

31 STANDARD SETTING SUCCESS STORY

32 BSE Lancet 1996; 347: a new variant of Creutzfeldt-Jakob disease in the UK R G Will, J W Ironside, M Zeidler, S N Cousens, K Estibeiro, A Alperovitch, S Poser, M Pocchiari, A Hofman, P G Smith

33 Distribution of BSE cases in cattle between 1989 and 2007
Note: BSE epizootic pick in the United Kingdom preceded the epizootic in the rest of the world by nine years and was of a much greater magnitude, as shown by the different scales used for each curve

51 OIE WTO IPPC SPS Agreement Preliminary consultations No
Compulsory consultations, 60‑day time limit Compulsory consultations, no time limit Importance of Parties’ consent Cornerstone of the system Yes Confidentiality Discussions and report are confidential Imposition of decision Decision not binding without the consent of the Parties Approach Scientific Legal Essentially legal. The experts lack the competencies of OIE experts. The conciliation procedure is based on a scientific approach. The experts can call for a legal review of the report.
