4 Jean Monnet a worldwide Network 1989 - 2016
87 countries throughout the world more than 1000 universities offering Jean Monnet courses as part of their curricula Over 4,958 projects in the field of European integration studies. The Jean Monnet Action was launched in 1989 by the European Commission to support academic research in European Integration. The programme originally addressed academics in the Member States, but came to include those in accession countries soon after. Today, it has a global scope.

5 Jean Monnet - Objectives
Jean Monnet Actions aim at promoting excellence in teaching and research in the field of European Union studies worldwide. These Actions also aim at fostering the dialogue between the academic world and policy makers, in particular the aim of enhancing EU and global governance. European Union studies comprise the study of Europe in its entirety with particular emphasis on the European integration process in both its internal and external aspects. They promote active European citizenship and deal with the role of the EU in a globalized world, enhancing awareness of the Union and facilitating future engagement and people-to-people dialogue worldwide. Promote teaching and research on European integration among specialized academics, learners and citizens around the world Support the activities of academic institutions or associations active in the field of European integration studies Promote policy debate and exchange between the academic world and policy-makers on EU policy priorities Equip students and young professionals with knowledge of European Union subjects relevant for their academic and professional lives and enhance their civic skills Promote innovation and teaching and research (e.g. cross-sectoral and /or multi-disciplinary studies, open education, networking with other institutions, etc.)

Enhance employability, career prospective Increased knowledge and participation in the European Union Increased opportunities for academic staff, support for young researchers Jean Monnet is expected to bring positive and long-lasting effects to the participants involved, to the promoting organisations, as well as to the policy systems within which they are framed. As regards the participants directly or indirectly involved in the Actions, Jean Monnet aims to produce the following outcomes: Enhanced employability and improved career prospects for young graduates, by including or reinforcing a European dimension in their studies; Increased interest in understanding and participating in the European Union, leading to a more active citizenship; support for young researchers (i.e. who have obtained a PhD degree in the last five years) and professors who want to carry out research ind teaching on EU subjects; Increased opportunities for academic staff in terms of professional and career development.

8 What's in for organisations involved?
Actions supported under Jean Monnet are expected to produce the following outcomes on participating organisations: - Increase capacity to teach and research on EU matters; improved or innovative curricula; increased capacity to attract excellent students; reinforced cooperation with partners from other countries; increased allocation of financial resources to teaching and research on EU subjects within the institution; - More modern, dynamic, committed and professional environment inside the organisation: promoting the professional development of young researchers and professors; reach to integrate good practices and new EU subjects into didactic programmes and initiatives; open synergies with other organisations. - Jean Monnet is expected in the long run to encourage the promotion and diversification of EU studies worldwide as well as the enhance and extend the participation of staff from more faculties and departments in European Union teaching and research.

10 Jean Monnet – less covered disciplines
Less traditional Jean Monnet Subject Areas Other subject areas (i.e. sociology, philosophy, religion, geography, literature, art, sciences, environmental studies, global studies, etc.) are also encouraged when they include an element of teaching, research or reflection on the EU and contribute, in general, to the Europeanization of the curricula.

12 Teaching and research in the field of EU-studies
MODULES Min 40 teaching hours/year, 3-year grants (max grant: € ) CHAIRS Chair Holder: Min 90 teaching/year + at least 1 additional activity /year, 3-year grants (max grant: € ) CENTRES OF EXCELLENCE Focal points of competence and knowledge, 3-year grants (max grant: € ) Main activities: - teaching in European integration studies embodied in an official curriculum of a HEI - conduct, monitor and supervise research on EU subjects, also for other educational levels such as teacher training and compulsory education - organise and coordinate human and documentary resources related to European Union studies - enhancing the debate and exchange of experience about the EU (think-thank function) - systematic publication of the results of research activities Duration: 3 years Applicant: A Higher education institution (HEI) established in any country of the world; Individuals cannot apply directly for a grant;

Euro-Asia Summer School ‘EU - East Asia Bilateral and Multilateral Cooperation in Global Governance’ Duration: 2014–2017 Participants: students, academics, policy makers from Europe, Japan, South Korea University: KATHOLIEKE UNIVERSITEIT LEUVEN, Belgium Website: The projects brings together talented students from Asia and Europe to study key aspects of global governance from comparative perspectives Aims: examine and compare challenges, such as financial crises, rising protectionism, human rights, poverty; regional and global problem solving. Results: mobility of students and academics, direct interaction between participants, intercultural dialogue, on global governance, from EU side and Asian perspective.

EU Multilingualism, Intercultural Dialogue and Language Education Duration: 2015–2018 Participants: students, linguists, translators, researchers, civil society representatives University: Universidad de Castilla – La Manche, Spain Website: The Module intends promoting the study and discussion of EU-multilingualism politics and bringing it closer to students of Humanities, the general public and professionals in various fields Aims: Examination of the European and national language policies designed to promote multilingualism as a European added value, discussions and debates regarding the consequences of these policies Results: Teaching activities, different courses on European multilingualism and social inclusion, educational website, film, research papers and lectures

15 Example 2: Jean Monnet Chair
European Integration Journalism Duration: 2016 – 2019 Participants: Students from the School of Journalism and Mass Communications at different levels, students from Faculty of Economic and Political Sciences, wider audience of journalists University: ARISTOTELIO PANEPISTIMIO THESSALONIKIS, Greece Website: The Jean Monnet Chair on European Integration Journalism, intends to change the way European politics and challenges are reported by media outlets and journalists; explore new opportunities and challenges of journalism practices and coverage on the European Union, its institutions and policies Aims: increasing the effectiveness and strengthen the professionalism of journalists and students to improve their ability to understand and report on the EU. Results: Teaching activities, workshops, quality research (publication of a book, articles in peer-reviewed journals as well as a number of conference papers).

16 Example 3: Jean Monnet Centre of Excellence
Debating the European Union in Cologne and Paris (EUCOPAS') Duration: Participants: students from different disciplines, researchers, civil servants, organised civil society and general public at large University: UNIVERSITAET ZU KOELN, Germany Website: EUCOPAS wants to establish and promote a European cross-generational and multidisciplinary teaching and debating forum and develop a joint teaching curriculum between the two universities Aims: promotion and mainstream EU-related key subjects in different disciplines and to reach out to the wider public. Results: Creation of joint transnational teaching curriculum on EU studies, workshops, summer schools, lectures given by experts and practitioners with simulation exercises, lectures in Paris and in Cologne to encourage debate to a public audience; Provide students with practical insights of the EU-system to enhance their academic skills and employability

17 Policy debate and exchanges
NETWORKS: foster creation, development of consortia of international players (HEIs, Centres of Excellence, departments, etc.) in area of EU studies. Involvement minimum 3 partner institutions from 3 different countries, 3-year grants; (max grant: € ) PROJECTS: support innovation, cross-fertilisation, spread of EU content. Involvement of other partners possible, duration 12 – months; (max grant: € ) Main activities: Gathering and promoting information and results on methodologies applied to high-level research and teaching on EU-studies Enhancing cooperation between different HEIs and other relevant bodies throughout Europe and around the world Innovation projects explore new angles and different methodologies in view of making EU subjects more attractive, adopted to various kinds of target populations Cross-fertilisation projects promote discussion and reflection on EU issues, enhance knowledge about the Union and its processes Spread content projects mainly concern information and dissemination activities Applicant organisation: - Networks: A higher education institution (HEI) or other organisation active in the European integration area, established in any country of the world. The Applicant must be the coordinator of the network that comprises a minimum of three participating institutions from three different countries. Projects: A higher education institution (HEI) or other organisation active in the European integration area, established in any country of the world. Primary and secondary education establishments are not eligible to apply, although they may actively contribute to the realisation of the activities. Duration: Networks: 3 years Projects: 12 or 18 or 24 months

Enhanced EU content in primary school curricula Slovenian primary schools integrate EU topics in school curricula Duration: Participants: university students of primary school education, school teachers, pupils, local communities University: UNIVERZA V LJUBLJANI, Slovenia Website: The project provides (future) primary school teachers (university students of primary school education) and consequently also pupils as beneficiaries of the project’s with competent EU-related knowledge. Aims: to give (future) teachers competent EU-related knowledge, complement the existing curricula of relevant courses (social science, natural science, environment, history, geography, homeland education, ethics) with EU-related content and innovative and interactive didactics Results: production of innovative and interactive didactics, seminars, workshops

ODYSSEUS-MONNET NETWORK ON IMMIGRATION AND ASYLUM Duration: Participants: young academics, researchers, stakeholders active in field from 18 countries (BE, PT, CY, HU, CH, IS, LT, AT, UK, NL, FI, ES, IT, DE, FR, NO, SI, CZ,) University: UNIVERSITE LIBRE DE BRUXELLES, Belgium Website: Exchange and network between academics active in the field of immigration and asylum Aims: forge a European community of researchers and professors in the field of EU immigration and asylum Results: establishing a 'place to be' virtually or physically, exchange and network between academics, learning methods, new technologies, virtual platform, 3 E-learning modules, 3 annual conferences

20 Support to Associations
contribute to the study of the EU integration process, interdisciplinary approach, officially registered and independent; open to all interested professors, teachers and researchers specialising in EU issues, at regional, national or supranational level; 3-year grants; (max grant: € ) Main activities: - organise and carry out statutory activities of associations dealing with EU studies and EU issues; - Perform research in the field of specific European issues in order to advice local, regional, national and European policy makers, dissemination of outcomes including the EU institutions, enhancing active citizenship. Applicant: Any association of professors and researchers specialising in European Union Studies, established in any country of the world. The explicit purpose of the association must be to contribute to the study of the European integration process at national or transnational level. The association must have an interdisciplinary character. Individuals cannot apply directly for a grant. Duration: 3 years

Communicating the EU in Ireland Duration: 2015 – 2018 Participants: multi-disciplinary association of scholars and practitioners, representatives of Irish universities and civil society, north and south in Ireland. Association: The Irish Association for Contemporary European Studies, Cork, Ireland Website: Bringing together European Studies scholars and practitioners from across the island of Ireland to foster collaboration, source funding, and disseminate scholarly research on European Integration and membership of the EU Aims: to provide a forum for discussion of contemporary European issues; to publish work of high quality in European Studies; to maintain and foster links between tertiary educational institutions; to foster links and collaboration among academics in Ireland and internationally; to engage with interested government and non-government organisations. Results: Twice annual Master-Classes in European Integration for Future EU leaders (targeting talented undergraduate students), Annual Model EU Negotiation Simulation Exercise EU (engaging students across universities and disciplines), Development of an improved dynamic interface and operability for the IACES website; Creation of a database of EU-oriented faculty, research clusters and PhD students in Ireland; Research publication of Special Issue of Irish Political Studies journal (Title - Ireland and the EU ‘in the Shadow of Austerity’); Creation and distribution of IACES Newsletter; Annual Conference: ‘The ‘State of the European Union’ in Ireland’; Annual Postgraduate Workshop on European Integration

N° of countries Duration Jean Monnet Modules* 1 3 years Jean Monnet Chairs* Centres of Excellence Jean Monnet Projects* 60.000€ months Jean Monnet Networks 3 Support to Associations Flat-rate financing for Modules, Chairs and Projects: Grants for Jean Monnet Modules, Chairs and Projects contribute to up to the 75% of the eligible costs to the action which are calculated on the basis of a combination of A unit contribution in form of scales per unit costs to covering case of: Modules and Chairs: the national teaching costs per hour. Projects: the participation in conferences/events, the travel costs for non-local speakers and the subsistence costs for non-local speakers. Flat-rate contribution in form of 'top-up' percentage to cover additional academic activities in case of Modules (40%) and Chairs (10%). Lump sum contribution of EUR 25,000 to cover complementary activities in case of Projects. The maximum EU grant is limited as follows: EUR 30,000 for Modules, EUR 50,000 for Chairs and EUR 60,000 for Projects, representing maximum of 75% in the total costs in all three cases.

23 Jean Monnet - Award Criteria
The four Award criteria are given here with the main indicators. Further detail on what is expected under each criterion for each Action type is provided in the Erasmus+ Programme Guide. The maximum points for each award criterion is 25. To be considered for funding, proposals must score at least 60 points. Furthermore, they must score at least 13 points in each of the categories of award criteria. "Relevance of the project" to, The objectives and priorities of the Actions (see details 'aims of Jean Monnet'); The extent to which the proposal: Is suitable for fostering the development of new teaching, research or debating activities; Includes the use of new methodologies, tools and technologies; Demonstrates evidence of academic added value; Promotes and gives greater visibility to the European studies/issues both within the institution participating in the Jean Monnet Action and outside. The relevance of the proposal to priority target groups of the Action: Institutions established in countries not covered by the Jean Monnet Action; Institutuions or academics not yet in receipt of Jean Monnet funding; Students who do not automatically come into contact with European studies (in such fields as science, engineering, medicine, education, arts and language, etc,). "Quality of the project design and implementation", concerns the clarity, completeness and quality of the work programme, including appropriate phases for preparation, implementation, evaluation, follow-up and dissemination. The consistence between project objectives, activities and the budget proposed; The quality and feasibility of the methodology proposed. For Networks: The design and management of Network activities including communication channels between the members. "Quality of the project team", concerns the pertinence of the profile and expertise of the key academics staff involved – both in the academic and non-academic domains – with the activities carried out in the project. "Impact and dissemination": The quality of measures for evaluating the outcomes of the teaching activities; The potential impact of the project on the institution(s) participating in the Jean Monnet action, on the students and learners benefiting from the action, on other organisations and individuals involved at local, regional, national and/or European level. The appropriateness and quality of measures aimed at disseminating the outcomes of the activities within and outside the institution hosting the Jean Monnet activities; If relevant, the extent to which the proposal describes how the materials, documents and media produced will be made freely available an promoted through open licences, and does not contain any disproportionate limitations.
