Student Eligibility Provides clarity and consistency for the eligibility process for students in College Credit Plus Effective Academic Year (summer term) Three distinct steps to participating in College Credit Plus: Eligibility Determination (statewide standard) College/University Admission (institutional standard) Course Placement (institutional prerequisites) Ohio Revised Code (ORC)

Student Eligibility Step 1: Eligibility Determination
~ ACCUPLACER ~ MapleSoft (Classic or Next-Generation) ~ PlaceU ~ ACT ~ SAT ~ ALEKS If score at or above assessment threshold score in at least one sub-test, the student is ELIGIBLE to participate

Student Eligibility For a student to be “conditionally” eligible for College Credit Plus: If a student scores within a “conditional range” (one standard error of measurement) below the remediation-free threshold AND: 1) the student has a 3.0 GPA, the student is eligible to participate OR 2) the student obtains a recommendation1, the student is eligible to participate 1 school counselor, principal, career-technical advisor

Student Eligibility Step 2: College/University Admission
Student must apply and be admitted to the institution Institution might have higher or more selective criteria for admission (compared to the eligibility threshold scores) Admission and eligibility steps might occur concurrently (open enrollment/admissions institutions)

Student Eligibility Step 3: Course Placement
If eligible and admitted, then student meets with college advisor to discuss course placement Institution may have additional prerequisites for courses For example, the student may be eligible for the program, but if test scores do not meet prerequisite, the student may not be able to take specific courses

Assessment Test Responsibility
Requires institution of higher education to pay for one assessment exam to determine student eligibility ORC

College Responsibilities
Inform students/families of eligibility requirements Inform students of and arrange for testing opportunities Partner with high schools for testing at schools, as appropriate Inform students of eligibility and admission decisions Advise students on course placement

Inform students/families of eligibility requirements Be aware of: Eligibility steps Assessment threshold scores Conditional eligibility range College admission Course placement Partner with colleges on testing opportunities, as appropriate On-going communication with students/ families and colleges

College Responsibilities
Identify and post Level I courses prominently on website Advise students of Level I options during mandatory advising meetings Register students in appropriate level courses Send pre-term notice – 14 days prior to semester start to secondary schools (and students and parents) Partner with secondary school to ensure appropriate registration Be aware of audit information Review entire rule for all details

Secondary School Responsibilities
Review Level I courses on colleges’ websites Advise students of Level I options during information sessions and counseling sessions Review all pre-term notices from all colleges to ensure student is enrolled in appropriate Level courses Inform student/parent of registration issues – drop or self- pay if not in correct Level (or non-allowable) courses Partner with college/university to ensure appropriate registration Review entire rule for all details

College Responsibilities
Review student grades according to institution’s policies This rule does NOT supersede, alter, or affect institution's policies for probation or dismissal Send grade reports immediately after term ends to secondary schools Partner with secondary schools to ensure appropriate registration in next term Assist student with dropping courses as required by status Include information about this rule in orientations, communications with students/families, advising Review entire rule for details

Review college grade reports immediately upon receipt to check for GPA and withdrawal requirements Inform student/family of probation or dismissal status Discuss required withdrawal depending on status Create school policy for student appeals Follow timeline for appeals process Inform student/family of rule, including appeals process during information session and counseling session Review entire rule for details including timeline

Homeschooled Family Responsibilities
Be aware of all rule requirements Serve as the secondary school Student Eligibility – Recommendation forms Course Eligibility – Ensure appropriate registration Underperforming – Comply with required probation and dismissal Compliance will be confirmed when applying for future year’s funding

Funding application available now! Deadline for entire application to be submitted: February 13, 2018, 5 p.m. Eastern No exceptions or extensions Nonpublic & Homeschooled must submit college acceptance letter Homeschooled must submit letter excusing from compulsory education

Annual Notice – Secondary Schools
Changes date to February 1 for secondary schools to provide “annual notice” information about CCP to all students in grades six through eleven Not to be confused with the Information Session date (October 1 through February 15) or the Counseling Session date (prior to participating, March 31) Policies & Procedures Handbook! Student Appeals – Secondary Schools
April 1 – Missed Deadline Appeals no longer go to the State Board of Education Superintendent or governing entity of secondary school receives appeal Final decision made locally ORC

Grade Dispute Appeals no longer go to the State Board of Education Ohio Department of Education receives appeal ORC

Enrollment Notice Recipients - Colleges
Eliminates the requirement to send written notice to the superintendent of public institution Reminder: College must send for every enrolled student (regardless of location of course) ORC

Early College High Schools
Exempts Early College High School (ECHS) programs from the requirements of College Credit Plus provided: the program meets the ECHS definition and is approved by the Superintendent of Public Instruction and the Chancellor of Higher Education Form for approval in development ORC

Default Payment Structure
Clarifies that the default ceiling payments shall not be more than the institution's standard rate Permits, rather than requires, the Chancellor to approve waivers for agreements below the funding floor ORC

Labor Law Exemption Exempts College Credit Plus students in a state- recognized pre-apprenticeship program from minor labor law requirements ORC
