2. What is IECEx?
The IECEx Scheme is an International Conformity Assessment Scheme covering Electrical Apparatus for Explosive Atmospheres, as the Internationally accepted means of demonstrating conformity with IEC Standards prepared by IEC TC31

6. STANDARD
ISO/IEC Guide 2:-
Document established by consensus and approved by a recognised body, that provides for common and repeated use, rules, guidelines or characteristics for activities or their results, aimed at the achievement of the optimum degree of order in a given context.
Note – Standards should be based on the consolidated results of science, technology and experience and aimed at the promotion of optimum community benefits

Technical operation that consists of the determination of one or more characteristics of a given product, process or service according to a specified procedure

8. ISO/IEC Guide 2:- Approval:
Permission for a product, process or service to be marketed or used for stated purposes or under stated conditions
Approved by a Statutory Body to a Regulation
Government Regulator or Authority grants permission
May or may not require compliance with Standards
Approval Documents refer to the relevant regulation and generally not Standards.

9. ISO/IEC Guide 2:- Certification Certification:
Procedure by which a third party gives written assurance that a product, process or service conforms to specified requirements.
For IECEx “Specified Requirements = IEC Standards.

10. Meaning of an IECEx Certificate of Conformity (IECEx CoC)
Question:
What does an ExCB Certify when issuing an IECEx CoC?
Answer:
The manufacturer’s capability to consistantly produce the product/equipment, listed on the certificate to be in compliance with the standards also listed on the Certificate.
IECEx 02: 2003 Clause 5.1 Extract:-
“The certificate will attest that the equipment’s design conforms to the relevant IEC standards and that the manufacturer is manufacturing the product under a quality system and associated quality plan(s), meeting the requirements of this Scheme and under the surveillance of an ExCB”.

11. New IECEx 02 – Rules of Procedure
Major Changes include:-
Ability for ALL ExCBs to issue an IECEx Certificate of Conformity (CoC)
Revised Procedures to align with requirements of ISO/IEC Guide 65
Revised terminology e.g introduction of ExTR, ExCB
Clarification on requirements for Ex manufacturer’s quality system
Provision to include TC 31 standards other than protection concept standards, such as Repair and Overhaul and product standards.

IECEx Policy – Ensure Confidence in IECEx Certification Services while eliminating wasteful duplication of testing and assessment
While IECEx makes provision for use of previous testing and auditing, the necessary IECEx Test Report form and Quality Assessment Report must be completed
IECEx Certificate of Conformity ONLY remains current while successful assessment of manufacturer is conducted.
The ExCB that issues the IECEx Certificate of Conformity is responsible to ensure that surveillance audits of the manufacturer are carried out.
