2 Leon Davenport is the County Engineer for Chatham County surrounding Savannah, Georgia. He is a graduate of the University of Memphis and holds a Bachelor of Science Degree in Civil Engineering. Prior to Chatham, Leon served for 11 years as the County Engineer and Public Works Director for Tipton County in West Tennessee. Chatham County funds a great deal of infrastructure investment through local projects and partnered projects with the Georgia Department of Transportation. Leon oversees all infrastructure projects and specifies materials allowed in the construction of those projects.

3 Jerry Roberts, PE graduated from Texas Tech University in 1973 with a Bachelor of Science degree in Civil Engineering. After working for the City of San Angelo, Texas as Assistant City Engineer and later in the private sector for small engineering firms, he joined Halff Associates, Inc. in 1981. He has been a Licensed Professional Engineer in the State of Texas for 36 years. He has served a range of public clients at all levels of government including municipal, county, state, federal, and special use districts. He is a member of the ASCE, ASME, the APWA, and the ACEC.

4 Steve Degenhardt, PE is the Chief Construction Manager with the City of Wichita, Kansas. He graduated with a Bachelor’s Degree in Civil Engineering from Kansas State University in 2003 and is a licensed Professional Engineer with the State of Kansas. Upon graduation he began his career with the City of Wichita as the Materials Lab Engineer before moving into project management. He now manages the City’s Engineering Construction Division which includes a staff of Engineers, inspectors, survey crews, and materials lab that oversees construction of public infrastructure projects in Wichita.

5 Roy D. Hawkins, RLA is the Airport Planning Engineer for the Gerald R
Roy D. Hawkins, RLA is the Airport Planning Engineer for the Gerald R. Ford International Airport located southeast of Grand Rapids, Michigan in Kent County. Mr. Hawkins is a graduate of Michigan State University where he received his Bachelor of Science Degree in Landscape Architecture. Roy is responsible for planning, design and construction of many projects at the Gerald R. Ford International Airport. He is a Registered Landscape Architect (R.L.A.) in the State of Michigan and a member of the American Society of Landscape Architects (A.S.L.A.).
