3 Updated TSP Requirements
In preparation for the FY16 Rate Procurement Cycle: Any TSP interested in continued or new participation with the GSA Freight program MUST submit a new/updated Requirements Package Updated TPA, Cert Statement and LOI Updated Proof of insurance Updated copy of current/valid FMCSA and NMFTA (and/or applicable air/ocean docs) Submission of updated carrier and tender contact information MUST hold current and valid registration with both TPI and PPE MUST have participated in recent CTM Rate Procurement Filed valid rates in TPI during the FY14 or FY15 open bid windows Participated in FY15 TPI RP carrier training Submitted rates in response to ANY CTM paper tender request (October 2012 to current) Adhere to updated STOS rules and regulation for carrier compliance and performance

4 Carrier Performance What do your commercial customers require in terms of carrier compliance? On time Pick up, On time Delivery (RDD), Number of Tenders rejected, Rates not Honored What penalties/sanctions do you believe GSA should impose on TSPs for poor performance and failure to honor rates? Suspension from the program for 30/60/90 days Suspension from specific lanes Denial from participation in future rate procurement cycles At what point should those actions take place? 5 Industrial Funding Fee
GSA requires an Industrial Funding Fee (IFF) be paid on each shipment tendered under the STOS. The Industrial Funding Fee will be based on line haul and accessorials, less the fuel surcharge unless otherwise stated in the RFO, or if an all inclusive rate is requested. TSP must remit the IFF no later than 30 calendar days from date of payment For agencies using the PayPort Express service, the IFF is deducted automatically and remitted directly to GSA. Otherwise, the TSP must remit the IFF to GSA.

6 Industrial Funding Fee
Failure to remit the IFF will result in the immediate placement of the firm in temporary nonuse or debarment TSPs are required to submit monthly Shipment Reports by to the GSA Freight PMO In the event deficiencies are found in the IFF amounts submitted to GSA, the GSA Freight PMO will notify the TSP in writing of the existing deficiency. The TSP will be given an opportunity to correct the noted deficiency.

8 Voice of the Customer Feedback
Customers become very frustrated when a TSP does not honor their submitted rate. Agencies want actual TSP transit times loaded. Agencies would like on-time performance data (pick up and delivery) and additional metrics. Agencies want to be billed timely because of allocation of funds Agencies expect GSA to take a stronger stand on carrier performance – take actions such as nonuse and removal for poor performance and/or lack of desire to participate in the program

Members from Industry participated in 10/22 session What Carriers can Offer GSA (at little or no charge) Access to vendor owned websites Custom tracking, reporting, BOL creation, shipment booking, access/housing of rates, can handle all modes, What Carriers want from GSA Access to customers TSP Transit Times loaded into TPI Ability to update rates with market changes EDI/XML integration (using the phone makes prices go up) More streamlined rate procurement
