21 Reactivation of the TIR System in Afghanistan according to an Action Plan The implementation and re-activation of the TIR System in Afghanistan need the implementation of an Action Plan as foreseen by the MoU signed by the IRU and the Government of Afghanistan in Kabul on 18 October 2010.
