Minimize I/I, provide adequate wet weather capacity
Minimize the number and impact of SSO’s
Goals can be accomplished through…long-term infrastructure investment, long-term financial stability, workforce planning and development, customer service, and water quality protection

The chain of command used when an SSO is reported and acted upon
Legal Authority…Your SSMP must demonstrate the legal authority to

Legal authority can be demonstrated through the use of ordinances, service agreements, permits, and other legally binding means.

4. The O&M Program in your SSMP should contain:
Each agency shall maintain up-to-date maps of its wastewater collection system
Preventative Operations & Maintenance--Describe routine preventive O&M activities by staff and contractors, including a system for scheduling regular maintenance and cleaning of the sanitary sewer system with more frequent cleaning targeted at problem areas. The PM program should have a system to document scheduled and completed activities, such as work orders.
Rehab and Replacement Program--Develop a plan of rehabilitation and replacement to identify and prioritize system deficiencies and implement short-term and long-term actions to address each deficiency. Include regular inspection and ranking of condition. R&R should focus on high risk areas. A CIP plus funding plan are required.
Employee Training--Provide training on a regular basis for staff in sanitary sewer system operations and maintenance. Require contractors to be appropriately trained. Certification is a tool to show your staff is qualified to do their jobs. In-house. External--e.g. CWEA training and certification.
Equipment Replacement Inventory--Provide equipment and replacement part inventories, including identification of critical replacement parts. Critical to the timely elimination of SSOs when they occur.

Your SSMP must identify design and construction standards and specifications for the installation of new sewer facilities and the rehab and repair of existing sewer facilities.
Your SSMP must identify the procedures and standards for inspecting and testing the installation of new sewers, pumps and other appurtenances and for R&R projects.
Develop agency general specs
Provide agency inspectors to inspect new sewer facilities during construction
Possibly use neighboring agency’s standards by reference
Pay larger agency to provide inspection

Your SSMP must include an overflow emergency response plan that identifies measures to protect public health and the environment when an SSO occurs.
FOG Control Program
Each enrollee shall evaluate its service area to determine whether a FOG control program is needed. If a program is needed the enrollee must prepare and implement a FOG control program to reduce the amount of these substances discharged to the sanitary sewer system

8. System evaluation and capacity assurance plan
The enrollee shall prepare and implement a capital improvement plan that will provide hydraulic capacity for key sanitary sewer system elements for dry weather peak flow conditions, as well as the design storm event. At the minimum it shall include the following four items:
(a) Evaluation: Evaluate portions of collection system experiencing SSO’s due to hydraulic deficiency (estimates of peak flows, conditions causing overflow events, major sources contributing to peak flows
(b) Design Criteria: Establish appropriate design criteria
(c) Capacity Enhancement Measures: Long & Short-term CIP’s to address hydraulic capacity deficiencies
(d) Schedule: Develop a schedule of completion dates for all portions of the CIP

SSMP Program Audits
The enrollee shall conduct periodic audits. At a minimum, these audits must occur every two years and a report must be prepared and kept on file. The audit shall focus on evaluating the effectiveness of the SSMP and the agency’s compliance with SSMP requirements including deficiencies in the SSMP and steps to correct them.
11. Communication Program
The enrollee shall communicate with the public on a regular basis with the public on the development, implementation and performance of its SSMP. The communication system shall provide the public with the opportunity to provide input as the program is developed.

I promised you at the beginning that by the end I would give you 4.3 million reasons to start backcasting now for your SSMP development. The City of Modesto recently conducted a gap analysis and realized the price tag to fully implement their SSMP will be $4.3 million and 30 months. Takes time to put all the pieces in place, especially the legal pieces and the funding.
