Historical Information
Hate Crimes have been around since World War I. The Ku Klux Klan gained our attention when they began a rant of hate crimes on dark skin colored people. Today, police and authorities try their hardest to prevent hate crimes all over America. Lynching and cross burning were some of the hate crimes that were committed in the 1980s. Link to article:

Data on Hate Crimes #2 There were 5,790 single-bias incidents. Of these, 48.3 percent were motivated by racial bias, 19.6 percent were motivated by sexual-orientation bias, 19.0 percent were motivated by religious bias, and 11.5 percent were motivated by ethnicity/national origin bias. Bias against disabilities accounted for 1.6 percent of single-bias incidents. There were six multiple-bias hate crime incidents reported in 2012. Of the 3,968 hate crime offenses classified as crimes against persons in 2012, simple assaults accounted for percent, intimidation accounted for 37.5 percent, and aggravated assault for 21.5 percent. Ten murders and 15 forcible rapes were reported as hate crimes. There were 2,547 hate crime offenses classified as crimes against property. The majority of these (74.8 percent) were acts of destruction/damage/ vandalism. Robbery, burglary, larceny-theft, motor vehicle theft, arson, and other offenses accounted for the remaining 25.2 percent of crimes against property. Of the 5,331 known offenders, 54.6 percent were white and 23.3 percent were black. The race was unknown for percent, and other races accounted for the remaining known offenders. Data on Hate Crimes #3 The Uniform Crime Reporting Program collects data about both single-bias and multiple-bias hate crimes. For each offense type reported, law enforcement must indicate at least one bias motivation. A single-bias incident is defined as an incident in which one or more offense types are motivated by the same bias. A multiple-bias incident is defined as an incident in which more than one offense type occurs and at least two offense types are motivated by different biases. In 2012, 1,730 law enforcement agencies reported 5,796 hate crime incidents involving 6,718 offenses. There were 5,790 single-bias incidents that involved 6,705 offenses, 7,151 victims, and 5,322 offenders. The 6 multiple-bias incidents reported in 2012 involved 13 offenses, 13 victims, and 9 offenders. (See Tables 1 and 12.) Analyzing Our Data Our data is important and significant because hate crimes is a serious issue in Perth Amboy and even in the entire United States. Hate crimes are at an all time high and has to be stopped soon or injury and deaths rates due to hate crimes will continue to climb.

Disagreements about how society views your issue
Some people in society believe that hate crimes isn't a serious issue. They believe there are more problematic issues such as gang violence, etc. Little do those people know that the highest suicide rates derive from hate crimes. Hate crimes are serious issues and although some don’t see it as that critical, it needs to be stopped.

Involvement in our issue
The school system and the community should get involved in the issue presented because by promoting the consequences and risks of hate crimes on the victims, it helps create a safer environment for the students and helps spread awareness of hate crimes.

Who should get involved with your issue
The people that should get involved with our issue is the high school principal, the guidance counselors, and even better, the mayor. If these people get involved in our issue, it can help spread awareness of hate crimes in Perth Amboy and prevent hate crimes from occurring.

Link: Three white students at San Jose State University are facing accusations of repeatedly abusing a black student on multiple occasions verbally and physically. They called him names referring to slavery and even put a bicycle lock around his neck. They constantly abused him and treated him as if they hated him. This is one example of a racial bias driven hate crime.

Alternative Policy #1 Our first alternative policy is to get the police involved. Anyone that gets caught committing a hate crime will receive a fine and possible jail time. If criminals find out that the police is more involved, they will have less of a motive to strike and wouldn’t want to commit these hate crimes due to the fear of getting a fine and possible jail time. The knowledge that police will act to protect victims of hate crimes will discourage criminals to commit the crimes.

Alternative Policy #2 Our second alternative policy is to get the city government involved. Anyone who commits a hate crime will also receive community service along with a fine and possible jail time. Criminals with the knowledge that they will receive jail time, fines, AND community service on top of that will be even more discouraged to commit a crime.

Alternative Policy #3 Our last policy is to get the community involved. We will promote equality and freedom. We will enable our community to prevent hate crimes and promote equality. Criminals will feel embarrassed to commit a crime if they see that the whole community is against them once they commit a crime. The power of the community as a whole can discourage the criminals to commit crimes.

Organizational Support
. We will partner up with the National Crime Prevention Council. They are a well known organization around the United States and they specialize in supporting the prevention of crimes including Gang violence prevention, cyberbullying prevention, and hate crime prevention. They will help and support us with our hate crime prevention campaign.

What Ensures Effectiveness?
With the support of the police and the National Crime Prevention Council, people around Perth Amboy will learn more about hate crimes and its consequences and this will ensure the percentages of hate crime incidents to decrease drastically.

Data To Support Our Policy

Our Policy Our Policy also includes a facility for people that are victims of hate crimes. These victims can receive counseling and can talk to Police officers and give them suggestions on how they can improve when trying to prevent hate crimes.

Legal Policy Our policy will pass legal muster; getting the police to improve training and raise awareness on hate crimes and preventing hate crimes will be easy and legal.

Federal Hate Crime Laws
A 1990 law (Public Law ) required the federal government to begin collecting statistics on so-called "hate crimes" from states and local governments, but did not provide for any federal prosecution of them. A 1994 law (Public Law ) provided for "sentencing enhancement" (that is, higher penalties) for existing federal offenses that are found to be motivated by "hate," but did not actually create a new category of offense.

Effectiveness Effectiveness comes from putting our plan and vision into action. If we put our vision into action, we will be able to prevent hate crimes at a staggering level.

Supporters: Supporters of our hate crime prevention campaign will promote our campaign by stating it can save lives and help people that are victims of hate crimes. Non-Supporters: Non-Supporters of hate crime prevention campaign will devote our campaign by stating that there is no point and saying that we should let the police handle it.

Advantages Vs. Disadvantages
The advantages of our hate crime prevention campaign is that it can help save lives and it can raise money to help victims of hate crimes. The disadvantages of our hate crime prevention campaign is that it costs a lot of money to start and maintain a big campaign to prevent hate crimes like this one.

How We Plan To Accomplish This
We plan to accomplish this by getting a lot of supporters and donations from people. Then we will put out flyers and advertisements and help raise awareness for victims in need. That’s how we plan to accomplish our hate crime prevention campaign.
