1 Multi-hazard EU toolkit for damage and loss data collection at local level
EU Loss workshop- March 2015

2 Methodology of collection Common methodology of collection
Why do we need standardized methodologies for damage and loss data collection Methodology of collection Member State Common methodology of collection AT BE BG FR DE Collection forms EL HR IT PT RO SI ES SE Overview of the methodology of loss collection from MS loss databases (JRC, 2014) Different mandated organizations: civil protection units, different gov,. Agencies, sector specific. Different data collection techniques (Desk research, Official reporting, remote sensing, intervention reports of Emergency units). 20 September 2018

3 Why do we need standardized methodologies for loss data collection
Ensure compatibility with the EU guidelines for loss data recording, Ensure compatibility with the data requirements of the flood directive and the EU Solidarity Fund, Engage actors at local level (testimony of people who suffered the impacts of the disasters), Empower the municipalities with the tools and the expertise for establishing and maintaining loss databases. The key for a successful mechanism is to engage actors at local level. It is at this level in fact that the physical damage has been suffered and people can testify on the impacts of the disasters on their homes, working places and services. Generally, the municipalities are appointed as primary data collectors for an extreme event, backed by higher-level governmental agencies or offices (regional or national depending on the country’s political arrangement). For loss data collection and recording, the role of civil protection actors is also crucial. It is therefore essential to empower the municipalities with the tools and the expertise for establishing and maintaining loss databases. 20 September 2018

4 International and European initiatives
DesInventar: relational database structure for data collection and classification for homogeneous capture, analysis and graphic representation of information on disaster occurrences FEMA Toolkit: Hazard analysis, community exposure profile, data collection and analysis, hazard analysis forms, sector specific damage and loss assessment forms Damage and Loss Assessment (DaLA) Methodology: Assessments on the overall economy of the affected country En France: A ce jour il n’existe pas de méthode formalisée pour estimer les dommages. Un projet de loi en 2002 a été proposé pour systématiser l’analyse des dommages après chaque grande inondation mais elle n’a pas connu de suite. Italy, Slovenia, Germany, etc.: Damage assessment forms Data collection protocols

5 FEMA toolkit Sector Specific Damage Assessment Forms:
Property information Occupancy information Damage assessment following the FEMA designation Insurance Information 20 September 2018

6 FEMA toolkit Loss estimation Form Structure Loss Content Loss
Structure Use and Function loss 20 September 2018

7 FEMA Toolkit: Advantages Limitations
Simple and easy for a quick damage assessment - Lacks the detailed information on structural and non-structural damage - Covers different economic sectors - Limited information on the property (no. of stories, construction date, total floor area, etc.) - Allows assessing direct and indirect losses - Lacks the philosophy or the link with the application area 20 September 2018

8 Damage and Loss Assessment (DaLA) Methodology:
Standard Questionnaire for Conducting Sample Survey of damages and losses in Commerce and Industry 30 Questions related to the business: Business Operation Number of employees Business output/revenue level Destruction of building structure, asset and stock Impact on supply chain, market and financial support 20 September 2018

9 Damage and Loss Assessment (DaLA) Methodology:
Advantages Limitations Cover all the sectors of the economy - Absence of standard forms for all sectors - Can be tailored to different hazards and affected countries - Is not hazard specific: Results are of limited interest for risk modelling - Allows estimating losses and macro-economic impacts 20 September 2018

10 EU Toolkit for Flood Loss Data Collection
Requirements: Based on existing best practices: improved, validated, assessed for their transferability in space and time, scale of implementation, etc. Flexible framework serving different purposes: cost benefit analysis of flood management projects, preventive measures, for reconstruction purposes, loss accounting, risk modelling, etc. Multi-sector with different categories of damages and losses: direct and indirect damages and losses to industries, agriculture, public infrastructures. 20 September 2018

11 EU Toolkit for Flood Loss Data Collection
FORM A General form for collection of damages to buildings FORM A.1 Structural and non-structural damage FORM C Damage to public facilities and infrastructures FORM D Damage to agriculture FORM B Damage to industrial buildings 20 September 2018

12 EU Toolkit for Flood Loss Data Collection
FORM A - Description of the flood event - Building characteristics (total area, number of stories, typology, construction material, etc.) - Occupancy characteristics - Owner - Who bears the loss - Number of residents - Insurance coverage Typology of damage Loss information: structure replacement value X % of damage content replacement value X % of damage FORM A General form for collection of damages to buildings FORM A.1 Structural and non-structural damage 20 September 2018

13 EU Toolkit for Flood Loss Data Collection
FORM A.1 Damage to structural (include columns, floor or roof sheathing, load-bearing walls, foundations) and estimated losses Damage to non-structural elements (ceilings, windows, etc.) and estimated losses FORM A General form for collection of damages to buildings FORM A.1 Structural and non-structural damage Form A.1 is optional 20 September 2018

14 EU Toolkit for Flood Loss Data Collection
FORM B Characteristics of the industrial activity Direct (structural and non-structural elements including damage to equipment) and estimated losses Business interruption (days of inoperability, number of unemployed) and estimated losses Insurance coverage FORM B Damage to industrial buildings Form A.1 is optional 20 September 2018

15 Points for discussion:
The scope of the EU toolkit How much can we tailor the forms to the economic activity and the construction type ? Recording of other costs (e.g. mitigation ?) Defining the timeframe and the area (critical for valuation of indirect disaster losses) Indirect losses may significantly change over time…essential to define the timeframe for an economically sound loss assessment (ideally loss assessment shoud be done 3-6 months after the event) for accurate assessment of indirect /intangible losses 20 September 2018

16 Points for discussion:
Dealing with damages related to a sequence of events Structure of the Meta-report summarizing the findings of the damage collection Recommendations for the use of other data collection techniques (remote sensing, social media, etc.) Consideration of sampling issues within the EU toolkit (Survey set-up and sampling procedures, recommendations for generalization) 20 September 2018
