2. APPOINTMENT OF ELECTION JUDGES
Designated Election Official (“DEO”) is responsible for conduct of election and appoints Election Judges.
Minimum of two (2) Election Judges per polling place.
One shall be designated to receive election supplies.
May also appoint Counting Judges.

3. ELECTION JUDGE DUTIES Open and close the polls.
Be responsible for all election materials.
Ensure that only eligible electors are permitted to vote.
Maintain order in the polling place throughout the day.
Ensure that no electioneering is going on within 100 feet.
Perform all duties courteously, efficiently and in accordance with the law.
Verify and count ballots cast at the polling place, UOCAVA and absentee ballots.
Complete a Judges’ Abstract of Votes and Judges’ Certificate of Election Returns and Statement of Ballots.

4. WHO MAY VOTE – ELIGIBLE ELECTORS
An eligible elector for a special district election is a person who is registered to vote in the State of Colorado and is either:
A resident within the special district; or
The owner of taxable real or personal property situated within the special district boundaries. A natural person who is obligated to pay taxes under a contract to purchase taxable property situated within the boundaries of the special district is considered an owner. The owner must be a natural person, not a corporation, trust, partnership, etc.; or
The spouse or civil union partner of the owner of taxable real or personal property situated within the special district boundaries.

5. NO ELECTIONEERING
Electioneering/campaigning is prohibited within 100 feet of any building in which a polling place is located.
Most campaigning is unintentional and violators only need to be warned.

6. ELECTION SUPPLIES AND BALLOTS
Supplies provided to designated Election Judge for each polling place location, at least the day before the election.
Designated Election Judge at each polling place location receives Receipt for Delivery of Election Supplies (Form 1)

8. ADDITIONAL ELECTION SUPPLIES
Adequate number of voting booths or voting machines, if being used.
Adequate number of ballot boxes (will need more than one if using Counting Judges).
Appropriate sized envelopes or boxes for holding executed Eligible Elector and Voter Self Affirmation forms, ballot stubs, spoiled ballots, rejected absentee or UOCAVA ballots, and for sealing the voted ballots at the end of the count.
Adequate supply of pens (for Election Judges and for electors).
Scissors, stapler/staples, tape, rubber bands and paper clips.
Boundary map for the special district (always helpful to have available).

9. BEFORE POLLS OPEN
Arrive at polling place location to set up and be ready by 7:00 a.m.
Minimum of two (2) Election Judges
Election Judge unable to serve
Execute Oath of Election Judge (Form 2)
Changing polling place location

11. SETTING UP POLLING PLACE
Review Polling Place Diagram (Form 3).
Place Sample Ballots (Form 4), Instructions to Voters (Form 5), Eligible Elector forms (Form 7) and pens at table for electors.
Post Sample Ballot, Instructions to Voters and “100 Foot Limit” sign (Form 6).
Post directional signs, if necessary.
Ensure Polling Place sign still posted.

15. FORM 6
100 FOOT LIMIT
NO PERSON SHALL DO ANY ELECTIONEERING ON ELECTION DAY WITHIN ANY POLLING PLACE OR IN ANY PUBLIC STREET OR ROOM, OR IN A PUBLIC MANNER, WITHIN 100 FEET OF ANY BUILDING IN WHICH A POLLING PLACE IS LOCATED. NO ELECTION RELATED ACTIVITIES SHALL BE CONDUCTED WITHIN 100 FEET OF ANY BUILDING IN WHICH THE POLLS ARE LOCATED EXCEPT THAT OF THE CONDUCT OF THE ELECTION AT THE POLLING PLACE.

17. SETTING UP POLLING PLACE, cont.
Arrange voting booths and ballot box
Place other supplies on Election Judges’ table
Determine duties of each Election Judge
Open sealed ballot packages
Watchers may be present
Open and seal ballot box

18. POLLS OPEN – VERIFICATION OF ELECTORS
At 7:00 a.m. announce “the polls are now open”.
Each elector execute Eligible Elector form (Form 7).
Verify eligible to vote before issuing ballot.
Complete Voter Self Affirmation (Form 8) if not on voter registration or property owners’ lists.
If Elector previously was issued an Absentee Ballot or UOCAVA Ballot, review Absentee Elector Log (Form 18) or UOCAVA Elector Log (Form 20).

22. BALLOT ISSUANCE Enter electors’ name in Poll Book (Form 9)
Provide ballot to elector and instruct to proceed to voting booth
Elector casts ballot and shall leave the voting area
Maintain executed elector forms and ballot stubs

24. SPOILED BALLOTS
Mark ballot “SPOILED”. Do not remove stub. Do not put in ballot box. Please in box or envelope provided.
Issue new ballot and refer to spoiled ballot stub number in Poll Book.
In Poll Book next to spoiled ballot, write “Spoiled” and refer to new ballot stub number issued.
Elector can obtain no more than three (3) ballots total.

25. VOTER ASSISTANCE
Elector requiring assistance must complete (with assistance, if necessary) the Voter Assistance Self Affirmation (Form 10).
Attach Voter Assistance Self Affirmation to Eligible Elector form signed by Elector.
In the Poll Book, write the word “Assisted” next to Elector’s name.

27. VOTER CHALLENGE
A challenge can be made by any Elector or an Election Judge.
No oral challenge, must be written.
Complete Voter Challenge form (Form 11).
If determined Elector is eligible, ballot can be issued. Write “Sworn” next to Elector’s name in Poll Book.
If determined person is not eligible, or person refuses to answer questions, sign the form or take either of the oaths, no ballot is issued.
Attached Voter Challenge form to Eligible Elector form.
All challenges are turned over to DA for investigation.

29. WATCHERS
Each Candidate or Issue Committee in favor of or against a ballot question can appoint one watcher per polling place location.
Watcher’s name must be certified to DEO on Certificate of Appointment of Watcher form (Form 12).
DEO advises Election Judges and designates one Judge for watcher to interact with.
When watcher appears at Polling Place, administer Oath of Watcher (Form 12).
Alternate watcher may be designated by original watcher on Designation of Alternate Watcher form (Form 13).

30. WATCHER, cont. Each watcher has the right to:
Remain inside the polling place on Election Day from at least fifteen (15) minutes prior to the opening of the polls until after the completion of the count of the votes cast at the election and the certification of the election results by the Election Judges.
Maintain a list of persons voted.
Witness each step in the conduct of the election.
Challenge an elector’s right to vote.

31. WATCHER, cont. Watchers cannot:
Be a current candidate for director nor any immediate family member, to the second degree, of such candidate.
Interrupt or disrupt the processing, verification, or counting of any ballots or any other stage of the election.
Write down any ballot numbers or any other identifying information about the electors.
Handle the Poll Books, affidavits and Eligible Elector forms or Voter Self Affirmations, ballots, absentee or UOCAVA ballot envelopes, voting or counting machines or machine components.
Interfere with the normal election procedures or with the orderly process and conduct of the election, which would include interfering with any Election Judge in the discharge of his/her duties.
Interact with election officials or Election Judges except for the individual identified by the DEO.
Have cell phones, cameras, recording devices, laptops or tablets, or other electronic data capture device in the polling place.
Be within six feet (6’) of the voting area, which includes the voting booths or voting machines and ballot boxes.

34. CLOSING POLLING PLACE
At 6:30 p.m., an Election Judge should announce that the polls will close in 30 minutes.
At 7:00 p.m., announce that the polls are closed and, if possible, lock the doors.
Any eligible elector in line to vote at 7:00 p.m. shall be allowed to vote.

35. COUNTING JUDGES Minimum of two (2) Counting Judges.
Can be counting throughout Election Day.
Polling Place must have two (2) ballot boxes for exchanging.
Statement of Number of Ballots in Ballot Box (Form 14), must be provided to Counting Judges with each ballot box exchange.
Take all precautions to ensure secrecy of count until 7:00 p.m. on Election Day.

37. COUNTING BALLOTS
Only Election Judges and appointed watchers can be present.
Ballots cast at polling place counted separately from absentee and UOCAVA ballots cast.
Ballots in box and number reflected in Poll Book for on Statement of Number of Ballots must agree before counting.
“Excess Ballots”.
“Defective Ballots”.

38. COUNTING, cont. Tally Sheet (Form 15). Voting for Write-in Candidates.
After all ballots counted, including absentee and UOCAVA ballots, complete and post Judges Unofficial Abstract of Votes (Form 16). Post at polling place location for at least 48 hours.
Complete Judges Certificate of Election Returns and Statement of Ballots (Form 17).

42. COUNTING ABSENTEE BALLOTS
Absentee ballots delivered not later than 8:30 a.m. on Election Day, and throughout Election Day.
Unopened absentee ballot envelopes placed in ballot box until ready to count.
Absentee ballot delivered to polling place in person.
Before counting, confirm number of absentee ballot envelopes matches those reflected as received in the Absentee Elector Log (Form 18).
Count absentee ballots with UOCAVA ballots, separately from those cast at polling place.

44. COUNTING ABSENTEE BALLOTS, cont.
Confirm voter affidavit on return envelope signed (Form 19).
Not signed, ballot rejected.
Verify ballot number issued to elector matches the number shown in the Absentee Elector Log.
Replacement ballot.
More than one ballot in return envelope.
Vote Challenged.
Elector deceased.

46. UOCAVA BALLOTS
UOCAVA ballots delivered to Election Judges, together with UOCAVA Elector Log (Form 20).
Unopened UOCAVA ballot envelopes (Form 21) placed in ballot box until ready to count.
Electronic UOCAVA ballot must be transmitted with UOCAVA Affidavit and Cover Sheet (Form 22).
UOCAVA ballots shall be counted with the absentee ballots.

50. ELECTION NIGHT
After completion of count of all ballots cast at polling place, absentee and UOCAVA, seal all voted ballots in container, with one set of the Tally Sheets.
Designated Election Judge shall return all election supplies and materials to DEO and receive Receipt for Return of Election Supplies (Form 23).
Make sure Election Judges have signed all necessary forms before leaving polling place location.
