Acquisition Visibility BEA 4.0 OV-5 Baseline Node Tree April - May 2006 Mona Lush Acquisition Resource and Analysis Office of the Under Secretary of Defense for Acquisition, Technology and Logistics

2 Acquisition Visibility: BEA 4.0 OV-5 Baseline Node Tree
They come from four business focus areas: The first is the Integrated Defense Acquisition Management Framework. It was established by DoDI It is a flexible management framework for translating approved mission needs, requirements, and technology opportunities into stable, affordable, and well-managed acquisition programs. The second is the integrated DoD Decision Support Systems— the Defense Acquisition System (DAS), the Joint Capabilities Integration and Development System (JCIDS), and the Planning, Programming, Budgeting and Execution (PPBE) Process. The Weapon System Lifecycle Management Core Business Mission Area has ownership of the Defense Acquisition System, but also has a strong presence in the areas of intersection with the other two major processes. The third is the Functional Mission Areas. Examples are: Program Management, Systems Engineering, and Procurement. And the fourth business focus area is Other Applicable USD(AT&L) Responsibilities. An example here is responses to Congressional Inquiries. The interactions among these four processes are critical to supporting acquisition oversight, accountability and decision-making throughout the Department. They are critical to supporting effective and efficient delivery of capabilities to the Warfighter. Achieving the Data Requirements for Acquisition Program Visibility depends on: Establishing standard data requirements, authoritative data sources, relevant business rules, and developing standard interfaces. Ensuring continuity and availability of the same data that Program Managers use to manage their programs on a daily basis; Being responsive to evolving management and oversight information needs; and— Reducing acquisition and management oversight workloads at all levels. Next, I’ll show you a diagram representing that new BMMP Invest Review process and talk about how it connects to the Weapon System Lifecycle Management Core Business Mission Area.
