Shanghai medical equipment management Quality Control Center Introduction
The situation of Shanghai medical institutions Shanghai city has 23 million population and square kilometers 122 Grade II and above hospitals, about 1000 biomedical engineers Over 26 billion medical equipment assets, more than 300 thousand purchase amount per year 300 thousand medical equipment, including 800 large-scale ones Organizational framework of the Medical equipment QC center Medical equipment management quality control center was setup by Shanghai Municipal Health Bureau in Shanghai 6th people’s hospital in 2005. The expert committee consists of the Clinical engineer dept. Chiefs from 19 hospitals in Shanghai. The annual funds are supported from the local MOH and Shanghai 6th People’s Hospital. Two-stage QC network The medical equipment quality control network consists of the quality control center and regional groups. The Shanghai QC center is responsible for top 122 hospitals. The regional QC groups are responsible for about 100 clinics.

What we did… Establishment of standards Training Regular inspection
Build management requirements of medical devices, common working guidelines, and more than 50 related institutions and norms Design 30 standardized templates, including purchase contract, acceptance inspection and preventive maintenance programs Form the Quality Control Handbook about local medical equipment management Training Training about management & technology: about QC training & inspection, 2~3times per year, covering about 300 participants QC administrator training: spreading information through the network of QC administrators, practicing related measures Show sites building: 12 hospitals were highlighted as show sites of medical equipment management among all medical institutions in Shanghai. Regular inspection The biomedical engineering team and network carries out technical and managerial inspection annually, which covers 122 hospitals. The annual score of checking , as the evaluation for medical quality of hospitals, is reported to Shanghai Municipal Health Bureau . In the quality checking of emergency equipment in 2009, 84 devices had safety risks among 257 respirators and defibrillators. In 2015, the QC center, with Shanghai Municipal Health Inspection together, launched the technical checking of 80 CT /MR systems in use, which involving 65 hospitals.

Achievement In resent 10 years, the QC center has been awarded as Shanghai excellent QC center in successive years. The supervisory project of after-sales service had the honour to get 2011 the third prize of Hospital Technology Innovation Award of Chinese Hospital Association.

Incomplete annual Service reports Set indispensable contents for a service report from a manufacturer Learn about the previous and present information of a medical equipment Gaps between contracts and preventive maintenance reports Spot check randomly according to over 200 preventive maintenance reports in our QC database Ensure that manufacturers complete actually what they have promised. Rely on manufacturers’ service Build over 25 the third-part service supplier database Provide competition, reduce cost, serve efficiently Lack of technical training on maintenance for in-house engineers Cooperate with manufacturers to design about 45 training programs Get more practice, experience accumulation, theory and information
