elleville Public Schools Strategic Plan “Where Learners Become Leaders!” The district strategic plan serves as a guide for the district and its schools, specifying vision, mission, performance goals, objectives, and benchmarks with the policies and strategies to achieve each strategic objective. The Strategic Plan has been developed using a systematic planning process. This plan will serve as a guide for the district and its’ schools, specifying vision, mission, performance goals, objectives, and benchmarks along with the policies and strategies to achieve each objective. The plan must be effectively communicated; lead to understanding, support, and action; and evaluated for effectiveness. The plan incorporates input and action from all community stakeholder groups with major emphasis on the impact of teachers/staff and parents on the school community as a whole. Great teachers are essential to every great education. Research shows that students with high-quality teachers learn more and generally outperform students with low-quality teachers. Parents need to be partners in their children’s education and the Board yearns to empower them to be leaders, too.

GOAL 1: To offer high-quality student programming so that graduates are prepared to compete in a global society Provide personalized learning for all students. Support progression based on mastery of individual student goals. Embrace a collaborative culture by leveraging and maximizing parent and community partnerships to support accelerated student success. Create a parent scorecard for families and the community to increase transparency with regard to student and school performance. Require students to play a key role in setting their goals along with their teachers, advisors, counselors, and parents. Provide student and families with choices and meaningful opportunities to improve their school experiences. Ensure all classrooms are wired global places that encourage interactivity and learning by doing. Provide a curriculum that balances individualization and vetted best practices. Design classroom instruction to be a hybrid of face-to-face and online. Design classroom instruction according to individual learning goals and assessment for competency. Ensure all classrooms are using electronic tools for instruction. Ensure that technology proficiency and digital citizenship literacy are part of the learning experience for each student.

Provide data for benchmark and formal assessments to all teachers.
GOAL 2: To utilize data effectively in all classrooms for every individual student Provide data for benchmark and formal assessments to all teachers. Establish online modules to assist teachers in analyzing reports via the Director of Data and Research. Ensure teachers are developed professionally with regard to managing and utilizing both classroom and individual student data/reports. Establish greater articulation between teachers and curriculum directors with regard to data. Maximize all data sources to improve instruction for students.

GOAL 3: Continue to Promote Effective Parent Engagement (Year 2)
Continue our established work with stakeholder groups in the schools to form focus groups and obtain survey data from families, students, and community members to determine the information each group needs and how the district can best meet those needs, including effective use of the website, parent portal with attention to expectations for response time, and multilingual capacity. Continue to develop and implement a plan at each school to meet communication needs of families, students and community members. Superintendent forums to provide feedback loops for community and staff. Develop the Office of Partnership and Community Engagement. Promote a pilot for the Belleville P.E.P. Initiative.

GOAL 4: Strengthen community awareness of district goals and programs to foster resources for our students, families, and citizens of Belleville Promote community outreach to assist students and families with programs necessary to strengthen family values and improve the quality of life C.O.P.E. (Community Outreach Program in Education) in the Belleville Public Schools District. This program is intended to bring all integral community groups together for the purpose of assuring our students, their families, and our district attain the resources and assistance available to enhance the spirit of community in Belleville. Enhance utilization of media in schools Improve district communications with community to include website additions; community newsletters; and community service projects.

GOAL 5: Continue to improve the schools structurally, aesthetically and technologically in order to provide a conducive learning environment for the students in Belleville (Year 2) Continue stakeholder transparency with regard to the functioning of school mechanisms and repair needs/costs. Building tours. Budgetary surplus for larger projects. Secure private funding sources via donations, grants (ROD, etc.) in order to offset costs to the local tax levy. Meet with stakeholder groups for climate surveys on aesthetics and repairs. Continue to meet the needs of our technology plan and increase hardware/software for future courses and classes.
