2 Implementing rules 2010 One Regulation obtained the approval of the INSPIRE Committee in June 2010 and was adopted by the Commission early in 2011 Commission Regulation (EU) No 102/2011 amending Commission Regulation (EU) No 1089/2010 (Code list). Two Regulations were adopted by the Commission in November 2010: Commission Regulation (EU) No 1088/2010 as regards download services and transformation services Commission Regulation (EU) No 1089/2010 as regards interoperability of spatial data sets and services 08-March 2010 GISCO Working Party 2010

9 Data and service sharing

10 Sharing: barriers Still several barriers:
data often optimised for one user and not suitable for multiple usage data dispersed licences (different, complicated) lacking documentation of the data lack of know-how costs for collecting, price of the data unclear issues with data protection quality not always clear 08-March 2010 GISCO Working Party 2010

11 Cost/Benefits Most countries have at least some estimates
Costs: total costs/marginal costs, single investments/maintenance coordination, spatial data sets, metadata, services, geoportal, training, support, M&R Benefits: not immediately available but clearly coming labour costs, less duplication, better decision making, services to citizens, better access including the private sector C/B analysis: Catalonia, NL 08-March 2010 GISCO Working Party 2010
