1 MIG-T relevant activities in the ELISE ISA2 Action
MIG-T Meeting, Ispra, 19-20/04/2016 Robin S. Smith

2 But first… GeoDCAT-Ap

3 GeoDCAT-AP: Objectives
04/06/14 GeoDCAT-AP: Objectives The GeoDCAT-AP specification does not replace the INSPIRE Metadata Regulation nor the INSPIRE Metadata Technical Guidelines based on ISO and ISO19119 Basic use case: make spatial datasets, data series, and services searchable on general data portals (i.e. searchable across borders/sectors)

4 GeoDCAT-AP: Current status
04/06/14 GeoDCAT-AP: Current status Final specification (GeoDCAT-AP 1.0) released in December 2015: elease/geodcat-ap-v10 Reference implementation (XSLT-based): os/iso to-dcat-ap/ GeoDCAT-AP implementations, including CSW- based ones, are already available:

5 GeoDCAT-AP API & Sandbox
04/06/14 GeoDCAT-AP API & Sandbox GeoDCAT-AP API Proof-of-concept using standard CSW interface and supporting multiple RDF serialisations (including HTML+RDFa) and HTTP content negotiation INSPIRE GeoDCAT-AP Sandbox (to be released) Faceted browser / SPARQL endpoint for records harvested from the INSPIRE Geoportal and transformed into GeoDCAT-AP

6

7 GeoDCAT-AP: open issues
04/06/14 GeoDCAT-AP: open issues Lack of vocabularies able to model some information – in particular: reference systems spatial / temporal resolution data quality Limited use of global & persistent identifiers (in particular, HTTP URIs) in the original metadata records. Some consequences: impossible to (safely) implement incremental harvesting impossible to unambiguously identify resources referred to from metadata (keywords from reference vocabularies, responsible organisations, licences, etc.) faceted search (esp., language neutral) cannot be effectively implemented

8 GeoDCAT-AP: Ongoing work
04/06/14 GeoDCAT-AP: Ongoing work Although the GeoDCAT-AP WG is formally closed, ongoing voluntary work is doing additional implementation activities, including: Alignment of INSPIRE spatial data themes, ISO topic categories and MDR data themes (i.e., the ones used in DCAT-AP) – This work is documented here: pos/iso to-dcat-ap/browse/alignments Testing and enhancing the mappings defined in GeoDCAT- AP. This work will be used as a basis for possible future revisions to GeoDCAT-AP

9 ELISE

10 ELISE Aims Build on EULF and ARE3NA, supporting EC Priorities (Digital Single Market, Better Regulation and Public Sector Modernisation) Complement INSPIRE developments over the same period Integrate geospatial/location in ISA2, by: aligning with the new European Interoperability Framework Creating a location interoperability architecture supporting ICT assessments Developing location interoperability solutions Reuse and extend best practice interoperability solutions, by: Understanding user needs/priorities and provide support Developing key common services and pilot applications Collaborate with stakeholders to support these aims 23 September 2018

11 ELISE Timeline (indicative)
23 September 2018

12 ELISE work packages and outputs
Continuation of activities from EULF and ARE3NA 1.2 Pilot feasibility studies (where needed) STUDIES 1.1 DSM (incl. open data) assessment and plan 2.1 Guidance: DSM, spatial modelling, INSPIRE adoption, geodata and statistics 2.3 References and inventories 2.6 ARE3NA Reference Platform 2.9 Common services: EU gazetteer pilot 2.2 Standards and Specifications 2.4 ‘Location’ architecture and cartography 2.7 Re3gistry 2.10 Common services: Open EU mapping pilot TOOLS 2.5 Best practice factsheets 2.8 Interoperability and Usability Testbeds 2.11 Common services: Address registries pilot APPS 3.1 BR Energy Pilot phase 2 3.2 BR other thematic pilot 3.3 BR cross domain statistical pilot 3.4 Member State PSM pilot: best practice reuse 3.5 DSM / Business pilot: using open data 4.1 Demand and opportunity analysis 4.2 Geo Knowledge Base: ICT/IOM assessments, advice, awareness/training 4.3 Benefit realisation 4.4 Operational handover SERVICES 23 September 2018

13 Work starting in

14 ARE3NA and EULF continuation
(AAA & Licences, INSPIRE RDF Data, GeoDCAT, Validation and Testing, Re3gistry & Federation) Updates to the Re3ference Platform (implementations, tools & s/w, use, apps…) Re3gistry update, federation & maintenance (Transport & Marine Pilots, Framework and blueprint updates, procurement guidelines etc.) Energy Pilot Phase 2 Further location guidance Analysis of EULF demand Operational Handover Planning

15 Revised European Interoperability *
Existing work: Feedback on the EIF (now under public consultation) EIRA/EICart: Initial comparisons (e.g. in ARE3NA VGI) Some mapping of INSPIRE in Archimate Discussion with DIGIT, to reference Data Specs as a ‘semantic assets’ tool New work Exploring and documenting which EULF and ARE3NA outputs would fit with EI*

16 Geospatial Knowledge Base
Existing work: EULF:ISA workshop to explore synergies on ICT Assessments Consider how Re3ference Platform/Data Spec tools/Website… can also support policy evaluation New work Scoping the purpose, content and functionality of the knowledge base to support ELISE as a whole and the specific ICT/Interoperability assessments

17 EU Gazetteer Existing work: New work EULF scoping study
Other/past initiatives/projects in this context Link to ELF Link to EU Open Data Portal New work Outputs of scoping study will be explored further with contractors

18 Second common service feasibility study
Possible topics: addressing, open mapping, statistics… Existing work: EULF: initial scoping ARE3NA: VGI >> open mapping, RDF if statistics are in scope DRDSI: Pilots involving OSM and other open data New work Internal and external discussions Selection of common service(s) Perform a “Study review”

19 DSM assessment and plan
Existing work: Some scoping already Relates to ARE3NA AAA and data licencing (free flow of data) Link to the e-Government Action Plan* New work Full scoping of ‘geospatial interoperability’ in the DSM: assess barriers, develop ideas and an action plan Establish a Business User Forum in ISA2 19. Accelerate the deployment and take-up of the INSPIRE Directive data infrastructure. *

20 Next steps ELISE proposal should be formerly accepted, shortly
ISA2 Working Group is being established to replace the ISA SIS WG Feedback ISA Survey on ARE3NA/EULF closes this week ARE3NA discussions: what needed, should continue/stop through ELISE ARE3NA Workshops and meetings foreseen at GWF, FOSS4G and INSPIRE
