Why Now? 350,000 students by 2012 (increase of 50,000+)
14 million additional square feet needed Promises of access Goal: double research to drive state’s economy forward Aging 60s- and 70s-era facilities 750,000 in Prepaid 50,000 New Bright Futures Students yearly 2,500 net additional faculty at 20:1 ratio Total workforce of 60,000—financial aid staff, advisers, registrars, admissions, police, comptrollers, budget Over 3,500 buildings 1,778 prior to 1981 Buildings to last 50 years

Our Universities Have 30% Less Space per Student
Fewer sf in every category compared to 210 public four-year institutions nationwide Growing universities especially cramped Not primarily classrooms at issue—learning and discovery take place in labs, offices, libraries. Class lectures are just a small part of university activity. Research space: Ohio State has 68 sf of lab space per student, compared to UF with 48, even though they are otherwise comparable: large, public land-grant institutions with medical schools.

How Were Recommendations Developed?
All universities represented Variety of institutional Roles Recommendations used as foundation for report (Introduce Bill Merck) (Bill will speak for 3-4 minutes)

Use current space more efficiently to stretch existing resources
Improve Efficiency: Best Practices in Utilization, Maintenance, Construction and Design Use current space more efficiently to stretch existing resources Streamline planning, design and construction processes to lower total costs Revise plant operations and maintenance formula to prolong life of state’s investments OPPAGA Best practice recommendations – Set utilization goals – · Share usage information with staff and solicit feedback · Improve utilization data · Review and improve scheduling practices (Rates vary from over 60% to low as 41% based on 60 hour week) Statute requires 40 hour week. Underutilization on Friday is a nationwide phenomenon. “Faculty use Fridays for meetings and research”.

Invest in the Next Generation: $3.4 Billion in Capital Funding
Refine and prioritize list of critical space needs Explore new funding options to provide quality and access Review and update existing funding sources to plan capital investment for the next generation Validation of current UBOT 5-Year CIP Assessment criteria to be established Criteria examples – academic need high utilization strategic disciplines economic development Actual need for cash is 5 years, not all upfront A few big projects is all any school can handle at a time

Preserve Florida’s Investment: Maintaining and Improving Current Facilities
Request general revenue funds for repair and renovation in sufficient to meet statutory need Use dedicated revenue source (such as documentary stamp tax revenue) to fund future repair and renovation needs $150m is statutory need $36m provided currently by PECO $112m unmet need Over $1 billion in last assessment 1998

Lead the Nation in Sustainability
Implement policies that promote sustainability Recognize institutional achievements Continue and adequately fund the Concurrency Trust Fund Definition -an attempt to provide the best outcomes for the human and natural environments It is intended to be a means of configuring civilization and human activity so that society, its members and its economies are able to meet their needs and express their greatest potential in the present, while preserving biodiversity and natural ecosystems, and planning and acting for the ability to maintain these ideals in a very long term.
