4 Designated District Liaisons
Every district must designate an ACTIVE Homeless Liaison who has the capacity to fulfill Liaison duties Capacity: Time/FTE – internal and external work Funds necessary Authority/Access

5 Liaison Duties Ensure homeless children and youth are identified through district outreach and coordination with other agencies Ensure homeless children and youth are enrolled in school, and have full and equal opportunity to succeed in school

6 Liaison Duties Ensure that preschool-age homeless children have access to: Head Start & Early Head Start Early Intervention Screening/Services Oregon Preschool Promise

7 Liaison Duties Provide referrals to homeless families, children and youths to: Health care services Dental services Mental health and substance abuse services Housing and shelter services Other services as needed (e.g. Day Care)

8 District Liaisons must collaborate with other agencies to help meet the needs of homeless students:
social services agencies law enforcement domestic violence agencies child care providers Head Start programs runaway and homeless youth programs shelter and transitional housing providers child welfare agencies

9 Liaison Duties Ensure parents and guardians of homeless children and youths are informed and provided opportunities to participate in the education of their children. What would this look like in your district?

10 Liaison Duties Disseminate public notice (e.g. posters, brochures) of the educational rights of homeless children and youth in locations frequented by parents and youths, and in a form that is understandable. Locations: All Schools Shelters Public Libraries Soup Kitchens Other Places?

11 Liaison Duties Provide mediation and Dispute Resolution services for enrollment and eligibility disputes, including: - immediate enrollment in school where enrollment is sought, pending resolution - written explanation of decision, with right to appeal and timeline - communication with State Coordinator to resolve state-level appeals

12 Liaison Duties Assist homeless students with access to transportation for: school of origin enrollment non-regular day activities such as extended day, afterschool activities and sports transportation for parents and guardians to attend school meetings

13 Liaison Duties Inform unaccompanied homeless youths of their status as independent students for FAFSA purposes With school counselors, track educational progress of homeless students and provide assistance to keep students on track for graduation Track school attendance, provide help to end chronic absenteeism

14 Liaison Duties Provide to ODE: - current Liaison contact info - required data (online collection) - audit information as requested

Where do homeless children and youth live in your district? What strategies do you use to identify homeless students who are already enrolled? How do you avoid stigmatizing homeless families and students? What services can you provide for families? What services can you provide for unaccompanied homeless youths?

What can you do for a family with children who have no place to stay? How do you help a student who has just run away from home? What types of transportation challenges do you encounter and how are they addressed? What was your worst case last year and why?
