Capability Review_Why Who What When How 2017 Capability Review and Personal Development Plan Background Personal Development matters In the last 3 years most areas have conducted a capability review, leading to good insights in individual development requirements. We know the TSE capability gaps and many learning and development activities have been undertaken to close the gap. Objectives To measure our current progress and strengthen the capabilities further there is a need to know the current capability “gap”. Define Personal Development Plans (PDP) to close identified gaps or to develop the individuals for a future role. Identify the collective capability development needs for commercial & prioritize the development of the right training solutions. In 2 weeks the next Capability review and personal development plan process will start. Today I would like to focus on the capability review and why we do it. Personal development matters. We are building the leading European steel business that is sustainable in every sense. The contribution of each employee to the delivery of our future is important. Empowering employees and supporting them in the development of their capabilities is part of that. We are already doing that. Three years ago Sales conducted the first capability review to identify the collective capability development needs for Sales. Marketing did one 1,5 year ago and Supply chain 2 years ago. Based on the reviews we determined the capability gaps and prioritised the development of the training solutions. As a result the Faculty developed and deployed quite some training programs over the last years. E.g. Achieving Excellence in SAM, Achieving Excellence in Customer Services, Landing a Pricing message, Coaching for Impact and many others. In October 2017 we would like to conduct the next capability assessment for Commercial to review the capabilities of our people against expectations ; check progress since last time and identify the collective capability development needs for Commercial, both on individual and company level. The outcome will be used to develop a forward plan for developing a capable workforce within Commercial. The timing from now on will coincide with Mid Term Reviews. It is executed during the mid term review to disconnect it from the performance review and really focus on the development discussion. It will start the 16th and needs completion before the end of December 2017. Next steps Conduct a function-wide review using the People Link and Skills Profiler and agree the individual development objectives. Refresh personal development plans Start 16 October. Needs completion before 15th of December 2017

Capability Review_Why Who What When How 2017 Capability Review process and Personal Development Plans Integrated approach with the Mid Term Review Launch Managers begin scheduling meetings (can start now) Process formally launched in sector / department An online self-assessment by the employee to review skills belonging to a generic role, and identify the level that reflects level of competency. An online assessment by the manager. A brief meeting between employee and manager to discuss respective views, sign of the form and agree 2-3 identified gaps that need to be developed within the next 12 months. Employee prepares a personal development plan (online development directory available for support) & prepares mid term review form Employee and manager hold Mid Term Review meeting; review and agree on the functional objectives and personal development plan of the employee Capability review Preparation Mid Term and PDP* Sign off Mid Term & PDP* The personal development plan will be available for review throughout the year * PDP = Personal Development Plan

Employees with People Link access: Capability Review form is available in the Task List in People Link Employees with NO access to People link: will receive an from HR-BP they can fill the Skills Profiler UK& IJM ROW Capability Review People Link Online Skills Profiler Preparation PDP: use Development Directory Personal Development Plan Unfortunately we have not been able to have People Link installed for employees working outside UK and IJM yet. Therefor we have to use 2 systems. People will Note: People Link is set up for your current role. Please use online skills profiler if you want to assess your capabilities for a future role Note: if you don’t have a form in People link, please use online skills profiler.

Read, browse, research Apply best practice Learn through teams/networks Web browsing 2 What you can do with a little help Make site/customer visits Take part in project or working groups Get 360 feedback Get a mentor or coach Gain experience by covering for others 3 What can be done for you Training courses Training workshops or seminars Directed eLearning Professional qualifications/ accreditation Further education APPLY WHAT YOU LEARN BE THE CAPTAIN OF YOUR OWN DEVELOPMENT All should aim to address skills gaps using the above as a guide Tool is self-created body of knowledge from subject specialists across Commercial Provides a starting point for activity for inclusion in a PDP – not exhaustive Commercial Faculty will continue to build and refine content as feedback and suggested content received Capability Review is a vital process for Tata Steel in Europe. A feature of Capability Review is that it is accessible to everyone, at any time. All roles are visible. Anyone can see what is required of any role they happened to be interested in. They can plan or make career choices with a clear understanding of what roles are about and what learning gaps they might have to close to get there. Never before have career development options been so transparent. At an aggregate level, if results of the principle development needs are recorded, then we begin to measure the scale of capability gaps, prioritise and budget to address them. In certain functions, the process of capability assessment acts as evidence to external authorities that we understand what tasks our people can safely do – and those which they cannot. This is called ‘Capability Assurance’ and is a critical part of our Health & Safety approach. What capability assessment is Not though – is a performance management tool. A development gap is NOT a reflection on the abilities or perceived quality of an employee. It merely indicates that there are certain elements of a role which must yet be learned and practiced.
