No Fly Zones UN Security Council Resolution 687 mandated the destruction of all biological, chemical and nuclear weaponry, facilities and machinery used to develop them and missiles with a range of more than 100 miles. No fly zones were instituted to protect Shiite population in the south and Kurds in the north. Zones were enforced from the end of the Gulf War to 2003.

NEW PROBLEM ISIS Proclaimed a worldwide caliphate in June, 2014.
Abu Bakr al-Baghdad named caliph. As a Caliphate, it claims religious, political and military authority over all Muslims worldwide. Pledged its allegiance to Al-Qaeda in 1999 joined insurgents in Iraq.
