Since participles LOOK like verbs how can you tell they are really adjectives? By looking at their job in the sentence!

20 Removing his coat, Jack rushed to the river.
Removing is not the main verb, instead it is part of a clause describing Jack

21 Tim noticed his cousin walking along the beach.
Noticed is the main verb, walking is actually describing Tim’s cousin.
