1. The election of 2000

2. Thesis
Lead in: Time periods before the 2000 election have occurred to where the popular voted candidate has not won the electoral vote. Within the election of Hayes against Tilden, both parties had thought the Democrats had won, yet that was not the case. Both times the other party had won by not gaining more popular votes, but more electoral votes. During the election Florida was also a helping decide the result of the election, which would determine who actually won. Just recently as well during the 2016 election, Donald Trump and Hillary Clinton had encountered a similar occurrence of Clinton winning the popular vote and Trump winning the electoral vote.
HTS: Periodization
Thesis: Future candidates running for president could run into problems with the ballot counting such as what happened in Florida not only once but twice, the parties thinking one party won yet learning they were wrong, and the popular vote does not always determine who could win the election right away.

4. Who won the election In 2000, George W. Bush won the election.
Bush had 271 electoral votes and Gore had 266
Bush had received less popular votes throughout the country than Gore did
This was an unusual event of the winning candidate.
This also occurred within the 2016 election of Donald Trump and Hillary Clinton
This was the closest election since 1876 with Rutherford B. Hayes and Samuel J. Tilden
On the actual election night there was no clear winner
Even though Gore had thought Bush won the election
The election was based around the state of Florida.

5. Florida recount/Why bush won
Florida had only 25 electoral votes
Gore was originally elected the winner of Florida
Within the next day, Bush had a larger lead
The race in Florida was closer than Gore though
Less than 600 votes separated the candidates
Bush had 537 vote margin and Gore had 393 vote margin
60,000 “undervotes” did not register within the state of Florida
The Florida Supreme Court did not allow the recount to continue
If there was an actual recount, Gore would have won
Since there was no recount, Bush won
The recount lasted 36 days until Gore conceded the presidency to Bush
Studies show that Bush would’ve won Florida if all the undervotes counted, this would have prevented the Florida recount

The Florida Supreme Court stopped the recount after deciding the recount would not meet the deadline provided by the court, and Bush was granted the presidency.

Florida had voted democrat meaning Gore won.
