Branching Methodology
(FY 2003) Order of basic branch selection and detail branch selection will be based on Cadet Performance Rank (CPR) CSA’s 80%/20% Combat Arms guidance outlines the minimums No more than 40% of available Army accessions Women excluded from Infantry and Armor Maximum of 2% to medical school Maximum of 1% assigned to Medical Service Corps Branch floors make USMA take a more equitable share of less desireable branches Mandatory branch details * Except for the class of 2001 Duty, Honor, Country Prepared by: USMA, OPA 9/21/2018 7:23 AM

Branching Methodology
(since 1996) Order of branch selection is based on Cadet Performance Rank (CPR) CSA’s 80%/20% Combat Arms guidance outlines the minimums No more than 40% of available Army accessions Branch maximums proportional to Army force structure based on PMAD* Women excluded from Infantry and Armor Maximum of 2% to medical school Maximum of 1% assigned to Medical Service Corps Voluntary branch details are available * Except for the class of 2001 Duty, Honor, Country Prepared by: USMA, OPA

Observations 68% female 1st choice satisfaction: Not unprecedented (1994 – 65% females received 1st choice) Mean CPS: Male – 2.805; Female – (33 positions in CPR!) MI, MS popular 1st choices (13 and 10 females, respectively, had these first but did not get) and 3 had AV 1st, but were not qualified 1st – 3rd choice satisfaction: 96%. Individuals who get their 1st, 2nd or 3rd branch tend to retain at higher rates than those who do not.* * For classes 93-95, 53.2% of those receiving 1st, 2nd or 3rd branch choice were still active at the 6-yr mark. Only 44.6% of those not receiving one of their top 3 choices were still active at 6 years. Duty, Honor, Country Prepared by: USMA, OPA 9/21/2018 7:23 AM
15
Observations (cont’d)
Branches get closed out (a healthy thing!) Removes perception of being “forced” Fewer are branched CA due to 80% min (32 vs. 61) using these branch ceilings Encourages competition and rewards high CPS Prevents every female from getting 1st choice Distributes USMA representation more evenly throughout Army (resolves logistic branch shortfalls) Duty, Honor, Country Prepared by: USMA, OPA 9/21/2018 7:23 AM

Branch Detailing Percentage of Donor Branches (SC, MI, AG, FI, OD, QM, TC) Branch Detailed to Recipient Branches (IN, AR, AD, FA, CM) 8 22 20 24 314 569 389 438 FY02: Over 800 officers will branch detail Army-wide (USMA and ROTC). If USMA continues its branch detail trend, 75% of ROTC officers accessed into donor branches will be forced to branch detail. PERSCOM is asking for USMA’s support in providing more officers to branch detail. Duty, Honor, Country Prepared by: USMA, OPA 9/21/2018 7:23 AM
22
FYI - Concerns Voiced by PERSCOM
Disproportionate spread (and under-representation) of USMA grads among non-Combat Arms branches Lack of equity among SOCs Branch Details Exceeding 40% Duty, Honor, Country Prepared by: USMA, OPA 9/21/2018 7:23 AM
23
Long-term Implications
We risk losing branching autonomy (similar to what occurred in 1991) USMA Grad under-representation in some branches – is this good for West Point? For the Army? Duty, Honor, Country Prepared by: USMA, OPA 9/21/2018 7:23 AM
