1 NASA’s Independent Verification and Validation (IV&V) Program
January 2018 Gregory Blaney, IV&V Program Director Fairmont, West Virginia

2 Origins of IV&V within NASA
NASA's IV&V Program: established in 1993 Founded under the NASA Office of Safety and Mission Assurance (OSMA) as a direct result of recommendations made by the National Research Council (NRC) and the Report of the Presidential Commission on the Space Shuttle Challenger Accident.

3 History of NASA’s IV&V Program
1991 2001 2011 2016 Grant to WVU to build IV&V Facility. Program assigned to HQ-OSMA IV&V Funding changed to Corporate G&A Instantiation of JSTAR & Independent Test Capability 2003 – IV&V Program is functionally assigned to OSMA ISC Contract award – Single IV&V Service provider Space Station Program Implements IV&V through NASA’s IV&V Program IV&V Board of Advisors formed IV&V Completed 22+ years of Space Shuttle IV&V Program assigned to AMES Research Center Focus = Research IV&V added to NPR A GO-SIM Software of the Year - Honorable Mention Program reorganization to current org structure ECTP Work began Facility Omnibus contract: Enabled IV&V across all NASA Projects Work with Commercial Crew partners began Established in 1993 as part of an agency-wide strategy to provide the highest achievable levels of safety and cost-effectiveness for mission critical software. Founded under the NASA Office of Safety and Mission Assurance as a direct result of recommendations made by the National Research Council (NRC) and the Report of the Presidential Commission on the Space Shuttle Challenger Accident. New York City Emergency Communications Transformation Program (ECTP): enhance core capabilities and aid in the development / maturation of IV&V Tools and Techniques. Began Vulnerability Assessment Program (VAP) Senior Management Council: IV&V mandate for all NASA software Released Secure Coding Portal (SCP) for the Agency IV&V accredited as a FedRAMP 3PAO 2000 – Program transitioned to Goddard Space Flight Center Focus = Applied 2016 – JIST (JWST Simulator) Software of the Year - Honorable Mention NASA’s IV&V Program

9 Contractor Support ~$50M Jobs and People
~66% large business (>30% subcontracted to small business) Rest small business, educational Jobs and People ~300 employees (~225 in WV) 48 civil servants, rest contractors NASA has promoted the development and growth of small businesses in WV by requiring its major technical  contractor give 30% of the work to small businesses.  IV&V has seen multiple small business thrive and grow into larger companies broadening their work into other Federal agencies like the FBI, DOE, and NOAA. Several years ago, NASA’s IV&V Program collaborated with the Super Computing Consortium (SC2) in Pittsburgh, Fairmont State University, and local industry to bring a high-capacity fiber optic communications capability to the Fairmont technology park.  This capability provided necessary connectivity between the Fairmont technology park and the major networks allowing NOAA and others to locate to the area. NASA’s IV&V Program collaborated with NOAA to bring back-up systems to the IV&V facility years ago, and because of that excellent relationship, NOAA has greatly expanded in the area establishing critical components in Fairmont. Dedicated to meeting the Agency’s strategic objective of advancing the Nation’s STEM education and workforce pipeline.  The IV&V Program’s Education Resource Center (ERC) works collaboratively with others within WV to improve the quality of STEM education in WV, inspire students and teachers in STEM areas, provide hands-on experience in NASA’s work, and provide intern and employment opportunities locally.  NASA’s IV&V Program collaborates with WV Universities and Colleges to provide professors and students opportunities to build and launch satellites or build robots stimulating and enhancing the education process in WV.
