In 2008, the State of Louisiana allocated $750 million to the Office of Community Development -Disaster Recovery Unit (OCD-DRU)
Program assists Louisiana homeowners affected by Hurricanes Katrina and Rita
Most extensive rebuilding effort in American history – largest HMGP program ever

6. HMGP: Grantee
Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) is the grantee
Louisiana Office of Community Development-Disaster Recovery Unit (OCD-DRU) designated as sub-grantee and is responsible for administering program

The purpose of the OCD-DRU HMGP is to mitigate up to 15,000 flood prone structures throughout the state of Louisiana

2005 – Federal government makes additional Community Development Block Grant (CDBG) funding contingent on Louisiana using HMGP funds to supplement Road Home Program
2006 – FEMA denies application
2007 – Project approved, state withdraws RFP, and administers program internally
2008 – State works through employment, IT, and program details

2009 – State works to expedite clearance issues, announces award of contract to Shaw
Supplemental staffing services begins in Fall 2009
2010 – State addresses Environmental & Historical Preservation (EHP) hold, Start Date Ineligibilities (SDI), and V-Zone issues with FEMA

2011 – Implemented two-party check system and increased APOs to 80%
OCD-DRU/Shaw is working with construction contractors to complete projects
