Lincoln wanted to go easy on the South.
Ten Percent Plan- Southern state could form a new gov’t after 10% of voters swore an oath of loyalty to the Union.

April 14, 1865 at Ford’s Theater in Washington, D.C. Lincoln is shot and killed by John Wilkes Booth.

Andrew Johnson becomes President following Lincoln’s death.
Johnson had a very lenient plan.
Called for majority of voters in each southern state to pledge loyalty to the U.S.
Also demanded each state ratify 13th Amendment.
Confederate officials may vote and hold office.

Tried to find jobs for freedmen.
Set up schools for freed slaves.
Created colleges for African American students.
