ACTION and NEED ASSESSMENT should be in Parallel Issues are raised in IPCC report, National Communication Projects proposed, fund requested, but not obtained. The potential supply sources of TT Enabling environment, especially under Art. 4.5 Need strong supports from AI countries, especially on joint-research development
