The number of migrants received in the asylum seekers reception centres is growing year after year, because the asylum procedure is not fast enough to cope with the number of asylum claims provided Agata Fabiola Brignone

The migration route Because of the closing of the Balcan route, people choosing to undertake the dangerous route through Lybia and the Mediterranean Sea is increasing. Following two shipwrecks that on the 3th October 2013 killed more than 600 people near the coast of the Lampedusa, the Italian government launched the operation Mare Nostrum. The operation, now terminated and followed by the EU operation called “triaton” was launched on the 18th of October 2013 and implemented by the Italian Navy. Before Mare Nostrum, migrants used to attempt to reach Lampedusa for themselves in overloaded and precarious boats, facing the high risk of drowning at sea. With Mare Nostrum Italian government started a systematic Search And Rescue operation in order to help people in distress at sea, fight against human trafficking, and perform sanitary controls. From the start of the Italian operation and now thanks to the Triaton operation, migrants are rescued and brought in several ports in Sicily, Calabria, Apulia, Campania, avoiding overcrowding in Lampedusa Island. The ItRC response The IFRC Emergency Appeal “Italy: Population Movement” On 18th of April 2015, a boat carrying an estimated 800 migrants capsized about 180 km south of the Italian island of Lampedusa. Less than 30 people survived, making it the largest loss of lives of its kind on the Mediterranean Sea. This event, together with the intensified migration flow to the southern shores of Italy, which more than doubled the one of the previous year, conducted the Italian Red Cross to ask for support the International Federation of Red Cross and Red Crescent Societies (IFRC). On the 8th of May 2015, the Emergency Appeal Italy: Population Movement was launched, seeking for Swiss francs. The overall objective of the Emergency Appeal Plan of Action was intended to meet the immediate needs of the people arriving in the harbours of Sicily, Puglia and Calabria, through the provision of basic food and non-food items, medical and psychosocial support as well as RFL service for migrants/asylum seekers. Several revision and updates of the Emergency Appeal have been done, due to the increasing number of migrants arriving in Italy and to the changing context at EU level. At this moment the EA is extended since 31st of August 2016 but we are already preparing the extention until 31 May 2017. Agata Fabiola Brignone

- Distribution of food and non food items
Services: - Distribution of food and non food items The distribution in other regions not only targets the assistance at landings but also the assistance to migrants in transit that we will see later. All the materials procured and distributed to migrants are meant to fill the gap of time between the disembark and the reception centres, where migrants receive food and non food items provided by the managing authority, as required by the Italian law. Then, the Italian Red Cross kits help to support migrants immediately after the arrival and during their transport to the reception centres. Agata Fabiola Brignone
