2 CONTEXT Since the beginning of the 1990's : increase of the phenomena of globalization, deregulation as well as liberalization. The pursuit of competition is allied to the materialization of convergence. Constant increase of mobile phone around the world.

3 PROBLEMATICS OR QUESTIONS
The impact of deregulation on the wireless telecommunications industry? What is the role of the companies of this sector ? Is mobile phone a convergent media?

4 THE OBJECTIVES OF THIS PAPER
To consider how the different regulatory levels affect the structuring of canadian wireless telecommunications; To analyse the technical and social applications from the compagnies toward needs of users; To identify the impact of convergence on technical, economical and social applications.

5 DEFINITIONS The telecommunications, an industry of network and of services ; The internationalization, growth-seeking by exporters and importers of goods and services ; The globalization, growth-seeking through the delocalization of manufacturing activites ; The convergences refer to some technical, economic, political and social phenomena (Tremblay & Lacroix, 1994 , p. 5).

6 RESEARCH ORIENTATIONS
Creation of the LaRIS — The Research Laboratory for Social Engineering in Telecommunications; Strides in communications are no longer strictly linked to technological advances, but to the changing needs of the individuals and groups that make up our society. LaRIS believes that businesses would profit from adopting a more social approach, which would provide added values. To identify the new phenomenon of mobile culture and in particular the relations between mobile phones and teenagers; Finally, LaRIS wants to develop prototypes and innovations in social sciences.
