Reason #1 – The Estates

1st Estate Composed of the clergy of the Roman Catholic Church
Owned 10 percent of the land in France Contributed 2 percent of its income to the government

2nd Estate Composed of rich nobles
Owned 20 percent of the land and paid almost no taxes Along with clergy, dismissed Enlightenment ideas because they saw them as threats to their power

3rd Estate Three different groups… Bourgeoisie (Middle Class)
Bankers, factory owners, merchants, etc. Paid high taxes yet many had tremendous wealth French city workers Tradesmen, apprentices, laborers, etc. Poorest group of the 3rd Estate Paid low wages and often went hungry Peasants More than 80 percent of France’s 26 million people Paid half of their income to taxes and duties to nobles

Reason #2 – Enlightenment Ideas
Members of the Third Estate were inspired by the success of the American Revolution Began to question these assumptions of how society should be structured Writers such as Rousseau and Voltaire began to impact the thoughts of the 3rd Estate

Reason #3 – French Economy
French economy, once in great shape, was in decline Price of bread had doubled in 1789, leaving many peasants and city workers in a state of starvation Louis XVI and his queen Marie Antoinette were heavy spenders and drove France deep into debt

Reason #4 – Weak Leader Louis XVI was an indecisive leader and preferred to spend time enjoying his hobbies rather than attending to affairs of state Marie Antoinette offered bad advice, drew the ire of the French people, and spent so much money on her fashion that she became known as “Madame Deficit”

Proposed Changes to the Estates General
France is out of money, and Louis’s solution is to impose taxes on the Second Estate Second Estate forces him to call a meeting for the Estates- General, an assembly of representatives from all three estates, in order to approve this new tax Estates-General format: 1 VOTE for each ESTATE The 1st and 2nd Estate could always outvote the 3rd Estate 3rd Estate desires to change format so that each DELEGATE has a VOTE, which would give advantage to the 3rd Estate 3rd Estate had twice as many members as 1st and 2nd Estates combined

Formation of the National Assembly
Louis XVI orders Estates-General to stick with same format 3rd Estate decide to rename themselves the National Assembly and pass laws and reforms in the name of the French people This act effectively would put an end to the absolute monarchy and create the beginnings of a representative government

Tennis Court Oath Three days later, the Third Estate delegates were locked out of their meeting room They then broke down a door to an indoor tennis court and promised to stay until they had drawn up a new constitution Some clergy and nobility liked the ideas of reform from the Third Estate and joined the delegates during their deliberation

Storming of the Bastille
People in Paris began to fear a conflict between the King and the Third Estate, or worse, a potential invasion from another country…people began to gather weapons On 7/14/1789, a mob of Parisians stormed the Bastille, a Paris prison looking for ammunition The mob overwhelmed the guard, seized control of the prison, and violently murdered the prison commander and several guards The act would be interpreted as a great feat where the people (the mob) overcame the limits of government oppression (the prison), and every July 14th in France today is known as Bastille Day

The Great Fear Wild rumors went about the French countryside that nobles were hiring outlaws to terrorize the peasants In the Great Fear, peasants responded by attacking many of their nobles for no reason In October of that year, thousands of Parisian women rioted over the price of bread, and they then marched on Versailles and demanded the King and Queen do something They forced Louis and Marie to return with them to Paris and rule from there, which they agreed to do
